AMENDMENT #1 The purpose of this Amendment is to: 1.) Post Market Survey #12621 Questions and Answers. MARKET SURVEY #12621 QUESTIONS AND ANSWERS Q1: Is the period of performance (POP) end date correct? I thought the POP with options ends 12/2014 with a Jan/Feb 2015 POP to deinstall and closeout? A1: The June 30, 2015 date includes the 6 month Option to Extend Services clause(AMS Clause3.2.4-34), if exercised. Q2: In the reference to Table 4-2, œOASIS Automation System Tiered Requirements Verification Correlation Matrix, we do not see a table 4-2 in the Specification in the document. Please provide or explain. (Reference: Attachment_B_-_OASIS_Draft_Specification.pdf Page 194) A2: See #2 below. 2.) Identify to interested parties that the following sentence has been deleted from Attachment B, Draft OASIS Specification, Section 4 “ Requirements Verification Correlation, Paragraph 4.1 Verification, Page 4-1: œTable 4-2 OASIS Automation System Tiered Requirements Verification Correlation Matrix identifies the future requirements for the System. =============================================================== This market survey announcement is issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) 3.2.1.2.1. This is a market survey. This is not a Screening Information Request (SIR) or Request for Proposal (RFP) of any kind. The responses to this market survey will be used for informational purposes only. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for information received or costs incurred in preparing the response to the market survey. Any cost associated with the market survey submittal is solely at the interested vendor ™s expense. I. INTRODUCTION/ BACKGROUND Currently, the FAA has a contract with Harris Corporation (Contract DTFAWA-11-C-00064) for operation and support of the Operational and Supportability Implementation System (OASIS) flight service automation system in Alaska. The period of performance, including all options, ends June 30, 2015. Previous Market Surveys indicated FFSP would include Alaska. However, the level of integration between the two programs is yet to be determined. Therefore, the FAA has a requirement for a standalone OASIS system. The estimated period of performance for this contract opportunity is five (5) years. II. PURPOSE The purpose of this market survey is to: 1.Determine if qualified vendors are interested in an upcoming contract opportunity for the OASIS. 2.Request industry comments on the DRAFT OASIS Statement of Work (SOW) and Specification. III. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The Principal North American Industry Classification System (NAICS) code for this requirement is 541330, Engineering Services. The size standard for this NAICS code is $14M. IV. INTERESTED PARTIES IN CONTRACT OPPORTUNITY The scope of work will be for delivery and installation of a flight service automation system as well as 24/7 technical and operational support to FAA Air Traffic Specialists and Technical Operations personnel at the seventeen Flight Service Stations in Alaska. Interested vendors in the contract opportunity must respond with a technical statement of experience and proven capability. The technical statement must not exceed 20 pages and will be reviewed according to the following criteria: Evidence of the vendor ™s technical expertise and experience to fully deploy and achieve live operations at all 17 Flight Service Stations within Alaska by June 30, 2015. Previous experience with deployment of automation systems within the National Airspace System particularly evidence of experience with FAA test, training, security certification and authorization, and safety policy and requirements. Description of the vendor ™s existing automation system architecture and the system and network architecture that would be deployed in Alaska using the FAA Telecommunications Infrastructure (FTI) including the Alaska Satellite Telecommunications Infrastructure (ASTI) (ANICS) enterprise Experience providing aviation weather and displaying weather graphics Experience providing flight planning services and compliance with FAA Order 7110.10 Experience interfacing with the National Airspace System (NAS) Experience providing 2nd level engineering support Ability to effectively plan, develop, implement, and support automation system hardware or software upgrades to comply with NAS and/or National Weather Service requirements changes. A statement indicating that the vendor ™s automation system currently does or does not provide the following: ¿Current and forecast weather information ¿Integrated text and Weather graphics products ¿Notice to Airmen (NOTAM) information ¿Domestic and International Civil Aviation Organization (ICAO) Flight planning services to authorized users ¿Search and rescue (SAR) ¿Event reconstruction for accident and incident investigation ¿Overlays “ on majority of graphics “ of the planned route of flight, Temporary Flight Restrictions (TFRs), Airman ™s Meteorological Information (AIRMETs) & Significant Meteorological Information (SIGMETs), airports, Navigation Aids (NAVAIDS), Aviation Routine Weather Reports (METARs), Terminal Forecasts (TAFs), Airways, Air Route Traffic Control Center (ARTCC) boundaries, Special Use Airspace (SUA), etc. ¿Ability to input and display Specialist created local graphics ¿Sectional Charts ¿Dynamic display of Inbound, Proposal, Suspense, and SAR lists ¿Law enforcement/stolen aircraft alerts ¿56 day National Database Charting cycle update capability V. INDUSTRY COMMENTS ON DRAFT OASIS SOW AND SPECIFCIATION The FAA is soliciting industry comments on the DRAFT OASIS SOW and Specification. Interested parties are encouraged to review the attached DRAFT copies of the SOW and Specification. All comments must be provided in writing and will be considered by the FAA for incorporation into the FINAL SOW and Specification. VI. INSTRUCTIONS FOR SUBMITTALS Interested parties must provide responses in writing. Responses must be in common electronic readable format (Microsoft Word, Excel, PowerPoint, PDF), in Times New Roman 12 Font. Please limit company background to one page. If a small business, complete the attached Business Declaration Form. All questions are to be submitted, via email at patrick.weare@faa.gov, by Friday, January 18, 2013, 3:00PM EST. All responses to this market survey must be received, via email, by Friday, February 1, 2013, 3:00 P.M. EST.
