Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT- National Guard Bureau, United States Property and Fiscal Office for Oregon (USPFO for Oregon), intends to solicit and award a sole source contract to Astronics DME Corporation, 12889 Ingenuity Drive, Orlando, FL 32826 to purchase additional components for the existing Model 13505 Common EO Test System. The Black Spot Tester Model 13657 will attach to the Model 13505 Common EO Test System and use the supporting software upgrade for the purpose of testing Image Intensifier Assemblies for the Enhanced Night Vision Goggle (ENVG), the Night Vision Monocular and the Aviator's Night Vision Imaging System. This device will replace the current manual visual inspection and, in turn, remove the human error that is commonly associated with this test. The software upgrade will improve the evaluation process for the 12 tubes so that we can reduce the number of acceptable tubes that are currently being disposed of due to human error. There are more than 500,000 NVG currently being fielded that use these tubes. Software updates of each Test Program Set for the following: AN/PSQ-20 Enhanced Night Vision Goggle (ENVG), and AN/P VS-14 Night Vision Monocular tubes, testing for black spots and ensuring that the size of the spots fall within the parameters as specified in accordance with MIL-PRF-49453(NVI) and MIL-PRF-A3256363 (NVI). Astronics DME is the sole proprietor of the test set and software that is compatible with our current test set Model Number 13505 and software. This acquisition is an upgrade to our current system. To facilitate this upgrade, DME Astronics Corporation will provide one (1) of each software update Test Program Sets for testing black spot deficiencies on the image intensifier (12) tubes and a Black Spot Tester attachment Model Number 13657 for the following devices: AN/PSQ-20 Enhanced Night Vision Goggle (ENVG) and AN/PVS-14 Night Vision Monocular, and the AN/AVS-6 Aviator's Night Vision Imaging System. This upgrade will also provide integration of one (1) Santa Barbara Infrared (SBIR) Model Number 13655 Laser Rangefinder (LRF) tester and the implementation of two (2) Test Program Sets required to support testing of the Mark VII, Mark VIIE and AN/PED-3A Vector 21 Laser Rangefinders. This sole source requirement meets the conditions of FAR 13.106-1(b) (1); only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. Astronics DME Corporation is the only known source that can provide this upgrade to current equipment. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 334519 and the Small Business size standard is 500 employees based on the U.S. Small Business Administration. This will be a firm fixed price contract. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
