- This announcement is a notice of intent to extend an existing contract on a sole source basis to ATAMIR-WSMR LLC, 1300 Britt St SE, Albuquerque, NM 87123-3353, for the Test Engineering and Analysis Services (TE&AS) contract at White Sands Missile Range (WSMR), New Mexico. The proposed contract action will extend the performance period of Contract W9124Q-08-C-0547 by six months under the provisions of statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The estimated dollar value of this action is $11,024,751 for the period of performance of 1 April 2013 through 30 September 2013. The Government's intent is to extend the current services with ATAMIR-WSMR in order to continue performance of the required services until the fully competitive follow-on contract can be solicited, negotiated, and awarded. Award to any other source at this time would negatively impact WSMR's ability to perform its mission. It would be impossible for any other contractor to perform all of the highly specialized services required for the TE&AS functions without causing an unacceptable delay in the performance of the mission and incurring an additional cost burden. Comments should be submitted to the contracting office by email to: cynthia.m.uribe.civ@mail.mil, no later than 14 February 2013 at 4PM MST. Comments submitted for consideration of other methods will not be evaluated. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.
