- Draft PWS Attachment 2 (Historical Data) Attachment 1 (Historical Data) A revised draft PWS and historical data is attached. As part of the Government's continuous information exchange with industry while formulating the acquisition strategy for this requirement, we request your assistance in determining the Goverernment's acquisition strategy. Your response is greatly appreciated and necessary. Please provide a brief response to each of the following questions with a limit of no more than five (5) pages. We are not requesting technical and/or management proposals. This information will only be used for market research purposes and will not be used for proposal evaluation. Questions below: 1. This procurement includes the North American Industry Classification System (NAICS) Code 541512, Computer System Design Services, with a size standard of $25.5 million. As industry reviews the requirement as outlined in the draft PWS and historical data, please identify any other appropriate NAICS codes. 2. Submit evidence of your company's managerial capabilities and financial resources to be able to meet the program requirements as detailed in the draft PWS ranging in value from $50,000 to $50,000,000 per task order. Also, historically the total current scope of work ranges between 170-200 FTEs. Specifically, address your ability to meet the requirement to provide a fully-trained, qualified workforce for task order requirements, and your ability to manage and integrate subcontract efforts. 3. Submit evidence of your ability to recruit and retain a fully qualified workforce to minimize disruption and maximize continuity of task order mission accomplishment. 4. Submit evidence of your ability to initiate, manage, and sustain task order performance across multiple locations simultaneously within the Continental United States and in global theaters of operation supported by the Air Force. 5. Submit evidence that your company possesses or has the ability to obtain and maintain a facility clearance up to and including Top Secret. 6. Discuss your firm's approach to meeting DoD Small Business Program goals for portions of this effort, and identify what areas will be accomplished by you (at least 51%), as the prime contractor. 7. Based on the draft PWS, what primary labor categories would your company propose and what % of the work would your company be able to perform? 8. This is a multiple award IDIQ contract. After review of the draft PWS and the historical data, what is an appropriate number of awardees? 9. Historically a large range of this requirement has been T&M; however the Government's focus is FFP. Are there any concerns in relation to the draft PWS in proposing to FFP task orders? 10. Cost Plus Fixed Fee Task Orders may be issued against the IDIQ. Companies would have to have a fully approved accounting system. Are there any concerns?
