- The purpose of this amendment is to add include question and answer number 2 as follows NOTE number 1 was regarding the visitation of the vessels and has already been answered: Question 2/ Part a. Had underwater hull cleaning with confirmation by USCG, ever been performed with 90% reclaim of the discharged bio-fouling material Part b. If so, what company has that technology? Answer 2. •a. MARAD is not aware of any underwater hull cleaning activity in which the USCG has confirmed 90% reclamation of the discharged material. MARAD is unaware that the USCG is confirming any hull reclamation process as this would fall to the individual States and local regulatory agencies to establish the appropriate process and procedures. •b. MARAD is working with the San Francisco Bay Regional Water Quality Control Board to establish a best available process for the underwater hull cleaning of operational Ready Reserve Fleet vessels. The 90% containment threshold is a MARAD requirement, established in the absence of any USCG, State or local regulatory guidance, to be used on MARAD non-retention (non- operational) vessels to establish a best available process for use in not only the MARAD fleet sites but in San Francisco for the Suisun Bay Reserve Fleet in lieu of the more costly method of cleaning the vessel hulls while in dry-dock. MARAD has used an underwater hull cleaning process with containment for a number of years. However, the percentage of containment was never quantified until now.
