Description
Headquarters Air Force Special Operations Command (HQ AFSOC) is issuing this request for information synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a Mobile Flight Application to provide world-wide flight planning to include: Hi/Lo IFR Charts, VFR Sectionals, Instrument Approach Procedures, Standard Arrival/Departure Information/Procedures. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 511210. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. [Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.] The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance. BASED ON THE RESPONSES TO THIS REQUEST FOR INFORMATION NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this request for information notice by Feb 11, 2013 4:00 pm. All responses under this request for information notice must be emailed to jeffrey.edens@hurlburt.af.mil. Requirements and Objectives Threshold Requirements 1. General Application Requirements 1.1 Mobile flight application must be available for iOS device platforms. 1.2 The mobile flight application shall not require, depend upon or otherwise integrate, communicate, transmit, or store any data to a non-DoD controlled datacenter. 1.3 Only authorized flight data sources are NGA (DoD/U.S. Air Force), FAA/NACO, or Jeppesen 1.4 Only authorized weather data sources are DoD, FAA or NOAA. 1.5 Must have geographically-referenced moving map capability. 1.6 Must be capable of being updated through a Wi-Fi connection or direct "tethered" connection. 1.7 Must provide world-wide flight planning products to include: Hi/Lo IFR Charts, VFR Sectionals, Instrument Approach Procedures, Standard Arrival/Departure Information/Procedures. 1.8 Must be able to upload (via Wi-Fi or direct "tethered" connection), FAA, DoD, and ARTCC NOTAMs for in-flight (disconnected) reference within App. In-flight updates must be available with appropriate hardware installation. 1.9 Airfield information must include a searchable Airport Facility Directory (AFD) and must include IFR/VFR supplemental information. 1.10 Must be able to be upload TAF and METAR information (via Wi-Fi or direct "tethered" connection) for in-flight (disconnected) reference. In-flight updates must be available with appropriate hardware installation. 1.11 Must have ability to present world-wide multi-layer static and animated weather overlays to include: icing, turbulence, thunderstorm, lightning strikes, SIGMETS, AIRMETS, flight level temps/winds, radar precipitation and visual satellite imagery. 1.12 Source data must integrate with an ADS-B, GPS receiver or Iridium device. 1.13 Must include mechanism to verify data security, authenticity, and reliability. (e.g. digital signature, AES encryption, etc.) 1.14 Must provide user notification when/if data fails verification process. 1.15 Must have the ability to change/lock screen orientation. Objectives 2. General Application Objectives 2.1 NOTAMS: Graphic depiction of TFRs, Restricted Airspace, Special Use Airspace, Prohibited Airspace, etc. 2.2 Weight and Balance: Integrate Flight Performance Modules (FPM) or P3X e-TOLD data systems into iOS (i.e. re-hosting FPM data within application). 2.3 Ability to maintain a flight log (to include aircraft type and tail number). 2.4 Optimal or auto-routing capability for both pre-flight and in-flight purposes. 2.5 Auto-notification of potential airspace violations. 2.6 Ability to file CONUS and International flight plans via DUATS. 2.7 Ability to receive official weather briefings for CONUS and International flight plans. 2.8 Available use of built-in scratch pad. 2.9 Ability to host, organize, and view user products/documents. 2.10 Worldwide flight products include searchable planning and en-route supplements such as General Planning, IFR/VFR/AP supplements, etc. 2.11 Weather overlays and presentation includes sunrise/sunset information, moon illumination, and solar radiation, etc.
