Description
Emptoris Registration Instructions Emptoris Supplier Registration Invitation The USPS will shortly be soliciting proposals for a construction project at the Cruz Bay Main Post Office, 100 Vester Gade, Virgin Islands U County, Saint John, VI. Work includes, but is not limited to, providing all material, labor, tools, plant, supplies, equipment, transportation, superintendence, temporary construction of every nature, and all other services and facilities necessary to complete the expansion of a postal facility, including all incidental work described in the contract documents. Estimated cost of the work is between $150,000 and $350,000 with construction completion no later than one hundred eighty (180) calendar days after the Notice to Proceed. There will be a pre-proposal for this project held on February 20, 2013 beginning at 11:00 a.m. on site. Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting the Postmaster, Tiffany Thomas, at (340) 779-4227. Technical inquires are to be addressed to the Project Architect Engineer Victor Morales of URS Caribe, LLP at (787) 723-3332 or USPS Project Manager, Robert Manka at (914) 697-7070. As part of the evaluation process, all offerors MUST SUBMIT a COMPANY HEALTH & SAFETY PLAN. Prior to award, the successful contractor will be required to submit a PROJECT SPECIFIC SAFETY PLAN acceptable to the USPS Contracting Officer. NOTE: The attached USPS Northeast Area Environmental Health and Safety Guide Checklist must be reviewed, completed, and signed by both the USPS Facility Manager and a representative of the successful contractor before work can begin. Since construction time will exceed sixty (60) days, contractor is bound by USPS Contractor's Screening Requirements. In accordance with USPS contracting requirements, awards exceeding $500,000 require successful contractors to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice to Proceed (NTP) is issued and a quarterly web-based SMWOB report after issuance of NTP. MINIMUM REQUIREMENTS: Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation platform. If your organization wishes to participate in this solicitation, please see the attached Emptoris registration instructions. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to February 25, 2013 at 11:59 PM (EST). CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
