- Description
- The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole source, Firm Fixed Price (FFP), Delivery Order under Basic Ordering Agreement (BOA) N00019-12-G-0008 with Insitu Inc., 118 E. Columbia River Way, Bingen WA, for the demonstration of the Selex PicoSAR Radar on a RQ-21A Unmanned Air System (UAS) for the purpose of completing a Foreign Comparative Test (FCT) project. The Office of the Secretary of Defense (OSD), Cooperative Test Office (CTO) administers the Foreign Comparative Test (FCT) Program which is chartered to provide the opportunity for Programs of Record (POR) to demonstrate and test foreign technology which has the potential to satisfy current and emerging requirements. PMA-263 was funded by FCT to demonstrate the Selex-Galieo PicoSAR Radar as a potential payload on the RQ-21A UAS. The Government does not own adequate data rights needed to perform this effort. Insitu is the only source that can integrate, operate, and maintain this payload and system during testing. Additionally, Insitu has an ongoing Internal Research and Development (IR&D) project which has completed the design and fabrication of the RQ-21A payload bay with a fully integrated PicoSAR Radar. The period of performance is anticipated to be 12 months with an estimated value of contractual actions of $200k. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
