- NOTICE OF INTENT TO AWARD SOLE SOURCE: AFDW/PK Contracting Directorate intends to award a sole source, firm-fixed price contract to CALIBRE Systems, Inc (CALIBRE) using other than full and open competition procedures pursuant to authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This contract will allow CALIBRE to finalize and implement the materials and instruction for the Air Force Working Capital Fund (AFWCF) basic training classes for FY13 as a result of feedback received from the pilot classes held in FY12. The applicable NAICS code for this acquisition is 611710. Persons may identify their interest and capability to respond to the requirement. CALIBRE developed the course material and assembled a team familiar with the requirements of the AFWCF and with the materials to be presented in this course. They have the personnel familiar with the subject and with the course material readily available to continue the work with no stoppage in work. The Air Force believes that this team is the only one that can teach the FY13 classes and capture the feedback necessary to make final revisions and corrections to the material since they have been working with the AFWCF in developing this course since its inception. Furthermore, only CALIBRE has a team familiar with the materials for this class that can make any needed adjustments in time to be able to make this training a standard course available with no stoppage in work and no delay to the FY13 classes. The Air Force expects that once this work is finished and the course materials are completed and tested that a new contract will be awarded through competition to teach the course in FY14 and the years following. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by 14 February 2013, 1:00 PM Eastern Time. The Government will not be responsible for any cost incurred in preparation of quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
