Description
The U.S. Army Contracting Command, Aberdeen Proving Ground, Natick Contracting Division (NCD), on behalf of the Naval Health Research Center, intends to award a Firm Fixed Price contract on a sole source basis to Thornhill Research Inc, for research and development of a Battery Backup for the Mobile Anesthesia Delivery Module (MADM), Ruggedization, Environmental and FDA Testing. The purpose of this effort is to ruggedize the MADM design for the intended environment, and conduct environmental and FDA submission related testing on the resulting MADM design. In order to extend the mission capability in austere environments, the contractor will also develop and test an external battery backup capability for MADM of up to 5 hours. The objective of this effort is to provide a continuum of care from forward to rear echelons, through surgery and transport. Since the Forward Resuscitative Surgical Suite (FRSS) is portable and designed for helicopter deployment, the cube and weight of all components associated with the FRSS must be kept at a minimum. Use of the MADM will significantly reduce the cube and weight of FRSS components and allow maximum flexibility in delivery of critical care in the field. Thornhill Research Inc, a foreign business located in Toronto, Ontario is the only responsible source for this effort based on Market Research and Past Performance. As such, this contract will be awarded to Thornhill Research Inc. The applicable NAICS code is 541712 with a size standard of 500 employees.
