Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health (NIH), National Library of Medicine Office of Acquisitions, National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) Acquisitions Branch, 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W/Rm. 770B, Bethesda, Maryland 20817. Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) plans to procure, on a sole source basis, with Banner Health, 1441 N. 12th St., Phoenix, AZ 85006, 18 Fluorodeoxyglucose positron emission tomographic computed tomographic scans (18 FDG PET-CT), quantity = 16. This acquisition will be processed in accordance with Simplified Acquisition Procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 423450 and the business size standard is 100 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. Our current protocols entitled Study of short-term metabolic adaptation: Prediction of weight change and effects of macronutrient manipulations and Predicting adaptive thermogenesis are investigating how energy expenditure changes with acute overfeeding and fasting and whether these changes predict weight gain in both inpatient and outpatient settings. These protocols also investigate mechanisms of changes in energy expenditure and involve the use of PET-CT scans to evaluate the presence of brown adipose tissue and its activation with cold and overfeeding. The contractor will perform fluorodeoxyglucose positron emission tomography (PET) computed tomographic (CT) scans via the Banner Health PET center. Volunteers enrolled into the above study shall be transported to the Banner Health PET center by NIH employees. The volunteers will be transported either 1) wearing a cooling vest, 2) after fasting or 3) following a 24 hour period of overfeeding. In the case of when they wear the cooling vest, the volunteer will continue to wear the vest during the injection of the fluorodeoxyglucose until just before the scan is done. The contractor will agree to work with the NIH and its employees to assure that the PET/CT scans are done according to the described protocol. The images from the PET portion should be of the entire body. However, the CT scan will only be performed on the upper chest at the agreed upon landmarks. The vendor will provide a copy of each scan in a digital format within 15 days of each scan. Similar PET-CT scans at Banner PET center have previously been performed in accordance with the protocol entitled study of short-term metabolic adaptation: Prediction of weight change and effects of macronutrient manipulation and therefore, this contractor has the necessary expertise to perform these research scans. In addition, the expertise of the collaborators associated with the Banner PET center is crucial to both the performance and analyses of these scans. To the best of the Government's knowledge, there is no other facility that can provide the appropriate technical facilities and expertise from collaborators. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NIDDK Acquisitions Branch on or before 11:30 AM EST on 02/13/2013. Electronic capability statements (via e-mail) will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
