- DRAFT HW RAT Purchase Description DRAFT TW RAT Purchase Description This Presolicitation Notice is being posted in advance of Solicitation No. M67854-13-R-1017 for the Temperate Weather (TW) and Hot Weather (HW) Rugged All Terrain (RAT) boots. The forthcoming solicitation will be issued as a full and open, unrestricted, procurement. Information contained in this notice is subject to change. No proposals are being requested at this time. The Marine Corps System Command (MARCORSYSCOM), Product Manager for Infantry Combat Equipment (PdM ICE), has a requirement for government-designed, Berry Amendment compliant, Temperate Weather (TW) and Hot Weather (HW) Rugged All Terrain (RAT) boots. Although the TW and HW RAT boots are similar to the current RAT boots, the design and fabrics used to construct the ensemble have been modified to increase durability. For instance, the gusset that was once leather will now be 100% nylon 6.6 or equal; 2x2 basket weave 140 filaments per inch of 1000-denier nylon in both warp and filling direction, weighing 13.7 (+/- 1.3) oz/sq yd. and conforming to the standard shade of Olive Mohave color number 200512. Also, all ankle support straps will be modified to replace the leather with nylon webbing. Additionally, the Hot Weather boot will have all foam padding removed to allow for fast drying. The estimated maximum quantity is 150,000 pairs TW and 150,000 pairs HW RAT boots. The NAICS code is 316210, Footwear Manufacturing, with a size standard of 1,000 employees. The Government anticipates awarding a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to no more than two (2) offerors that are capable of producing an estimated maximum quantity of 3,125 pairs TW and 3,125 HW boots per month. The anticipated ID/IQ contract will cover three (3) one-year ordering periods. Evaluation factors will be set forth in the forthcoming solicitation. Potential offerors are advised that Evaluation will require offerors to submit a minimum of 15 product demonstration models for each TW and HW boot requirement for compliance to the RAT technical data package. PDM tariff details will be provided in the solicitation. Draft versions of the TW and HW RAT Purchase Descriptions (PD) are included in this presolicitation notice. Interested offerors are advised that the PDs as included in this announcement are in draft form and are subject to change. The final versions of the PDs will be released with the solicitation. Solicitation Number M67854-13-R-1017 is anticipated to be issued within the next sixty (60) days and will be posted on the internet at the Federal Business Opportunities website located at the following address: https://www.fbo.gov. The online version of the solicitation will include all documents of the solicitation package. No hard copies of this solicitation will be issued. Amendments, if any, will be posted at the same location as the original solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a proposal. Proposals will be due no later than thirty (30) days after solicitation issuance and shall be submitted in hard copy form only. No electronic submission of proposals will be accepted. Those responding to the solicitation have the responsibility to obtain all amendments and/or other applicable documents. Offerors are instructed to hold all questions until the solicitation has been issued. Offerors shall submit ALL questions in writing to Peggy.L.Smith1@usmc.mil. No phone calls will be accepted. All items, materials, and components thereof submitted shall be in full compliance with the Berry Amendment (10 U.S.C. 2533a). Offerors may be required to provide detailed information certifying compliance. PLEASE NOTE: As part of the GFI- Purchase Description distribution process, an offeror's accessing of any of the GFI- Purchase Description is a confirmation of the offeror's agreement to the following: The offeror agrees that it shall not, without the express written permission of the Government, use, modify, reproduce, release, perform, or display any of the GFI- Purchase Description for any commercial purpose or disclose any of the GFI- Purchase Description to a person other than its subcontractors, suppliers, or prospective subcontractors or suppliers, who require any of the GFI- Purchase Description to submit offers for, or perform, contracts under this effort. Prior to disclosing any of the GFI- Purchase Description, the offeror shall require the persons to whom disclosure will be made to provide the Government with its agreement to the terms of this paragraph. INTELLECTUAL PROPERTY: The United States Marine Corps owns the patent rights in and to the design (ornamental) of the Eagle, Globe and Anchor (EGATM). Furthermore, the United States Marine Corps owns trademark rights in the EGATM. Still further, the documents, materials and information, and all associated intellectual property, created, generated or produced in association with this effort are the sole property of the U.S. Government and not the contractor. Therefore, without the prior written permission of the contracting officer neither the EGATM nor any other data, documents, materials and/or information created or provided expressly for the contract shall be used by the contractor for any purpose other than those purposes that are in support of, or for its performance under, the contract. OTHER USES OF THE USMC TRADEMARKS In the event that an offeror is interested in seeking permission to use the EGATM for other purposes, or is seeking to use other Marine Corps trademarks/service marks not described herein, please contact the Marine Corps Trademark Licensing Office through its website at: http://www.marines.mil/unit/divpa/tmlo/pages/welcome.aspx
