- This is a Service Disabled Veteran Owned Small Business Set Aside. The VA Hudson Valley Healthcare System (HVHCS) is seeking a qualified Architect/Engineering (A&E) Firm with specialty and/or experiences in Healthcare Design for a renovation of PTSD residence located at Northport, NY 11768. The A/E must have prior experience with at least three (3) similar size projects and requirements. This procurement is full and open competition and is restricted to firms located or operates an office within a 75 mile radius of Northport VAMC. The NAICS Code is 541310 with a small business size standard of $4.5M in annual sales receipts. The A/E Selection Process will be done in accordance with FAR 36.602-1. All work shall comply with current VA Master Specifications and Standard Details. Work will be in accordance with the provided scope of work, and is to be done in a first class manner as approved by the Facility Manager. Following is the scope of work for this project: Scope of project: PROJECT NO. 632-13-102, RENOVATE POSTTRAUMATIC STRESS DISORDER RESIDENCE. This Project will renovate and relocate the Posttraumatic Stress Disorder Residence at Bldg. No. 65 at the Northport VA Medical Center, 79 Middleville Road, Northport, NY 11768. The Project includes renovation of approximately 14,562 square feet of existing space located at the second floor of a mental health building. Technical disciplines include but are not limited to site development, architectural, fire protection, interior design, structural, plumbing, HVAC, electrical, equipment, automatic transport, asbestos abatement, space planning, critical path method, and estimating. The Project will comply with VA-adopted codes and standards including VA Directives, Design Manuals, Master Construction Specifications, Design Criteria and other Guidance on the Technical Information Library (http://www.cfm.va.gov/til/). The estimated construction contract price for the Project is $6,663,000. All responses and questions to this announcement must be in writing and emailed to the Administrative Contracting Officer, Michael Giaquinto, at michael.giaquinto2@va.gov. Interested firms shall submit three (3) hard copies of their SF 330 to this office no later than 2:30 PM (CT) February 19, 2013 to the following address: Department of Veterans Affairs James J. The completed SF-330 will be evaluated by a HVHCS Engineering Evaluation Board which will furnish the Contracting Officer an evaluation report. The selection criteria will include the following: (Listed in descending order of importance) 1. Professional qualifications and disciplines of staff proposed for the satisfactory performance of required services. 2. Examples of specialized experience and technical competence in various disciplines required for specific project. 3. Examples of project schedule control and capabilities showing ability to accomplish work within the allotted time frame. 4. Past experience and performance on government contracts. 5. Location of firm or working office providing professional services within a 75 mile radius of the facility. 6. Reputation and standing of the firm and its principal officials. 7. Volume of VA work within the past 12 months based on fees received. 8. Qualifications and performance of sub-consultants proposed for the project. 9. Cost control capabilities and level of estimating effectiveness including specific examples. 10.Current projects being performed for government agencies, health care facilities (including psychiatric) and private industry. 11.Computer capabilities, including drawings on AutoCAD 2007 and specifications on Microsoft word using the VA Facilities Management Master Specification Format. 12. Detail of firm's management philosophy and organization. After the evaluation of submissions in accordance with the evaluation criteria, a 'short list' of three or more of the most highly qualified firms may be chosen for interviews to present their approach to the design in order to arrive at selection of the firm in which to enter into negotiations. It will be the Contracting Officers discretion to hold face to face interviews or not. This is not a request for proposal. The Government will not pay for nor reimburse any costs associated with responding to this advertisement. The Government is under no obligation to award a contract as a result of this advertisement. As of October 1, 2003, all Contractors, both large and small, are required to register in the Central Contractor Registration (CCR) database before an award.
