Piston Prover Liquid Flow Calibrators - Request for Information General Information: Document Type: Request for Information Solicitation Number:Reference-Number-N63394-13-R-5019 Classification Code:6625 Instruments and Laboratory Equipment NAICS Code:334513 Liquid Flow Instruments, Mfg. Contracting Office Address: Department of the Navy, Naval Sea Systems Command, Naval Surface Warfare Center Corona Division, P.O. Box 5000, Norco, CA. 92878-5000 Contracts Dept. Description: This is a Request for Information (RFI). There is currently no solicitation package available. The Naval Surface Warfare Center, Corona Division is requesting information, comments and questions regarding interest in commercial sources to procure new and upgrade existing Piston Prover Primary Liquid Flow Calibrators at various NAVAIR calibration laboratories in the continental US. It is anticipated that a multi-year indefinite delivery, indefinite quantity (IDIQ) contract would be issued with approximately three new units and eleven upgraded existing units. The objective is to obtain a single manufacturer ™s operating system for the new and existing equipment. This includes the use of systems that are consistent throughout the NAVAIR METCAL laboratories that have the same basic look, feel, and function. The standards being procured and upgraded are piston type provers. The overall goal of the modernization is to unify the process of calibrating the NAVAIR METCAL liquid flow workload. The Piston Prover Primary Liquid Flow Calibrators will be used on shore-based facilities and must conform to CLASS 3 requirements as listed in MIL-PRF-28800. The Navy will require the ability to perform any applicable firmware updates (that may become available from the vendor). Note: This is not intended to be a full developmental project. The New Piston Prover Systems will be required to meet the attached specification package CSS-07-167 and the Upgraded Piston Prover Systems will be required to meet the requirements of attached specification package CSS-06-168. The Navy is interested in feedback from the commercial market on the requirements listed in this RFI and commercial products that may be available to meet the requirements. Vendors are asked to respond with documentation outlining their capabilities, experience, products, and any concerns related to the requirements of the RFI. Interested vendors shall submit written responses, not-to-exceed twenty (20) pages in length via electronic mail. The Navy would prefer a description of the vendor ™s equipment proposed for the New Piston Provers Primary Liquid Flow Calibrators and a description of the approach to the upgrade of the various existing systems to a common, similar operating system (including components proposed for the upgraded systems). The page limit will not include any attached catalog data, product specifications, or drawings. Random order of magnitude price data is requested, but not required, and if enclosed shall be provided as a separate document marked as PRICE DATA, and sent only to the contracting point of contact identified below. Failure to respond to this RFI does not preclude participation in any future RFP/RFQ that may be issued subsequent to this RFI. This RFI does not constitute the solicitation of proposals. Responders to this RFI may be requested to provide additional details/information based on their initial submittals.
