Description

Naval Facilities Engineering Command (NAVFAC) Atlantic intends to issue a solicitation for Base Operating Support (BOS) Services for the ISA Air Base, Bahrain and its outlying support sites in accordance with the draft Performance Work Statement provided with this announcement. A combination Firm-Fixed Price/Indefinite Delivery/Indefinite Quantity type contract is anticipated. Source Selection procurement is envisioned that includes price and technical proposals. As permitted by FAR Part 10, we are requesting responses, comments, recommendations and suggestions as Market Research and Request for Information to assist in the development of our acquisition strategy. If you are interested in performing this requirement, please complete the following market research questionnaire/Request for Information and submit your completed response No later than 22 February 2013 to the Contract Specialist, Ms. Katie Fogle, via email to Katie.fogle@navy.mil. Please note that your submittal should not exceed five pages. THIS SYNOPSIS, DRAFT PWS, AND MARKET RESEARCH QUESTIONNAIRE/REQUEST FOR INFORMATION ARE INFORMATIONAL AND FOR PLANNING PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS AND NO SOLICITATION WILL BE ISSUED AT THIS TIME. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS ACQUISTION AT ANY TIME. We appreciate your interest and thank you in advance for responding to the questionnaire/request for information. ƒ MARKET RESEARCH QUESTIONNAIRE/REQUEST FOR INFORMATION 1.Name and Address of Firm: 2.Point of Contact with position title, telephone number and email address: 3.Brief company profile: 4.Briefly describe your Federal contracting experience including locations at which your company has performed services similar to those in the draft PWS. Has your firm performed work on ISA Air Base in Bahrain or in the theater of operation? 5.The current services are being provided under the Army Logistic Civilian Augmentation Program (LOGCAP) Contract via a Cost Plus Award Fee Task Order for services supporting Base Life Support in Bahrain. The Government anticipates awarding a combination Firm-Fixed Price/Indefinite Delivery/Indefinite Quantity type contract. In development of a proposal in response to such a contract type, what information, methodology, background or other data would be informative? 6.The Government is contemplating a minimum phase-in time of 60 days for the work included in the draft PWS. Would you consider this an adequate amount of time? If not, what period of time would you recommend and what is your recommendation based on? 7.If available, provide suggestions/recommendations on the Preventative Maintenance (PM) of mechanical equipment in this type of environment. 8.Provide recommendations on maintaining Re-locatable Buildings (RLBs) to extend their useful life. 9.In addition to significant delays in accessing the Base, elaborate on some of the challenges you anticipate encountering doing business in Bahrain? 10.Please provide other comments, recommendations and/or suggestions to improve the PWS:
