- THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. ALL RESPONSES SHALL CONTAIN THE TRACKING NUMBER. The tracking number for this announcement is W912P8-13-SS-0004. The NAICS code for this proposed acquisition is 237990. The Product Service Code is Y1PZ. The Government will use responses to this Sources Sought notice to make appropriate acquisition decisions regarding the availability of businesses capable of performing this work. The US Army Corps of Engineers, New Orleans District, solicits a capability statement from all qualified businesses. The US Army Corps of Engineers - New Orleans District Office (USACE) is seeking QUALIFIED AND EXPERIENCED contractors that can perform the following: DESCRIPTION OF WORK: The work consists of repairing a section of the dune on the western end of Grand Isle and, subsequently, armoring the repair reach with stone. Repair requires geotextile tube installation, sand backfill, placement of separator geotextiles, and stone placement along the shoreline of the Gulf of Mexico. All materials must be delivered by barge to Caminada Pass and lifted over the west jetty to a staging area. Movement of materials along the shoreline will be performed with off-road vehicles. Repair location, staging area, and access corridor is subject to both tidal and wave action. Incidental work includes dune planting and sand fence installation. MATERIAL QUANTITIES: The materials needed for the job include 25,000 CY of sand, 20,000 TON of 2200 lbs. stones, 650 LF of geotextile tube, and 14,000 SY of separator geotextile. DURATION: Complete the entire work ready for use not later than 100 calendar days after the date of receipt by him of notice to proceed. The time stated for completion shall include final cleanup of the premises. The Contractor is hereby informed that time allowed for completion of work is for substantially completing the hurricane protection features of stone, sand, geotextile tubes, and separator geotextile. The combination of those elements comprises the protection of that portion of the island. It is the intent of this contract to be substantially complete before the beginning of peak hurricane season, approximately 15AUG13. The duration has been established as the shortest reasonable duration and that it shall make any and all provisions necessary (multiple crews, night shifts, weekend work, overtime, concurrent operations, etc.) to accomplish the work within the available time period. The Contractor shall show best effort to be substantially complete within the duration provided. The remaining elements, dune planting and sand fence installation shall be completed as early as possible. No additional time will be added to the duration for exercising any portion of the sand fence. WHAT TO SUBMIT: Request interested contractors submit a capability package to include the following information: (1) Company name, address, point of contact and their telephone number and e-mail address; (2) Any small business status (8(a), HUB Zone, veteran-owned, women-owned, etc.); (3) If the work can be completed in within the given duration. IMPORTANT: The page limit for the capability package is 1 pages/12 pitch Times New Roman. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. Statements that do not meet all requirements or submitted within the allotted time will not be considered. NOTE: (FARS 52.204-99) Prospective contractors must be registered in the SAM database prior to award of a contract. By regulation, no DoD contract can be awarded to any contractor that is not registered in the Department of Defense quote mark System for Award Management quote mark (SAM).
