- Attachment 4: PPQ-Oki Custodial-FINAL-31 Jan 2013 Attachment 3: Floor Plans-Oki Custodial-FINAL-31 Jan 2013 Attachment 2: Estimated Floor Measurements-Oki Custodial-FINAL-31 Jan 2013 Attachment 1: Performance Work Statement-Oki Custodial-FINAL-31 Jan 2013 HE1260-13-R-0001, Okinawa Custodial Services Solicitation Proposal Due Date: 4:00 pm, 4 March 2013, Japan Standard Time (2:00 am, 4 March 2013, Eastern Time) Notice of Pre-proposal Conference and Site Visit: 1. A pre-proposal conference and site visit will be conducted on 14 February 2013 for the purpose of answering questions regarding this solicitation and to view selected facilities. Location : District Superintendent Office Okinawa Kadena Air Base Bldg 9497 Okinawa-shi, Okinawa Japan 904-0000 Time: 9:00am - 4:00pm 2. Submit names of all attendees (not to exceed three per company) to the Contract Specialist via E-mail (see E-mail address in paragraph C. above) at least 5 business days prior to the conference date. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees. 3. All contractor personnel requiring base access shall meet at 8:15am (on the day of the conference), Kadena Air Base, Gate 1, Visitor center building 31 for access. All contractor personnel must present one photo identification card. Drivers must also provide evidence of current Japanese Compulsory Insurance (JCI) and vehicle insurance documentation. 4. Offerors are requested to submit questions to be answered at the conference to the Contract Specialist point of contact, not later than seven calendar days after the solicitation issue date. The Government intends to address all timely questions. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation amendments shall apply. 5. A record of the conference will be made to all prospective offerors through posting on the Federal Business Opportunities website at https://www.fbo.gov. The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers. Formal Communication: 1. Formal communication such as requests for clarification and/or information concerning this solicitation shall be submitted via email to the Contract Specialist, Ms. Jennifer Knutson at jennifer.knutson@pac.dodea.edu. 2. NO information concerning this solicitation or request for clarification will be provided in response to telephone calls from prospective offerors. Inquiries will be answered via amendment and provided to all offerors. Response to inquiries may not be considered if received more than twenty (20) calendar days after the release (issue date) of this solicitation.
