- NUMBER: PR: 0040069494 POSTED DATE: 02/01/2013 SUBJECT:Supply 3500 gallons of Jet A Fuel at Red Dog Mine site North of Kivalina on the Chukchi Sea coastline between March 11 through May 10, 2013. This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than Thursday February 08, 2013 by sending an e-mail to almeda_gaddis@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY:Teck Cominco Alaska INC, DBA: Red Dog Mine, DUNS: 189621642 FOR :3500 gallons of Jet A Fuel /FWS Marine Mammals MGMT OFC ON:02/08/2013 NAICS:324110Petroleum Refineries AUTHORITY:8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source FAR 6.302-2 Unusual and compelling urgency. Determinations not to compete this proposed procurement were made because: This special notice is issued as a single source request for 3500 gallons of Jet A Fuel for Polar Bear capture helicopter North of Kivalina on the Chukchi Sea coastline between March 11 through May 10, 2013. There is no airstrip located at the port site and no other aircraft operate at the port during this time period. Thus, the fuel used from the tank is used solely by the Fish and Wildlife Service. The tank is filled from a larger tank that is located at the inland mine site and transported by road to the port site. Teckcominco Alaska, Inc transports fuel via truck from their mine site along a local road that they maintain to the port site tank. Red Dog mine and port site are owned and operated by Teckcominco Alaska Incorporated. There is no airstrip at the port site thus fuel can only be transported to the site via barge, helicopter, or the road between the mine and the port. In addition, we would have to coordinate the use of any outside suppliers with Teckcominco Alaska who owns and operates the port site.
