Description
The Bureau of Reclamation, Yuma Area Office (YAO), Yuma, Arizona has a requirement for removal and replacement of an entire Reactivator Assembly inside an existing 32' diameter by 22' high concrete tank located in the Pilot System 1 (PS1) Desalination Plant. The work is located about 4 miles west of Yuma, Arizona, in Yuma County, at the Bureau of Reclamation, Yuma Desalting Complex. The principal features of work to be performed under this solicitation/specification consists of: 1) Predesign Inspection Trip to the Site; 2) Design and Fabrication of a complete Reactivator Assembly equivalent to the existing Reactivator designed and installed by Graver Water in 1984; 3) Removal of existing Reactivator assembly; 4) Installation of new Reactivator Assembly; 5) Performance Test. The PS1 is a 1/100th scale model of the Yuma Desalting Plant (YDP), functionally identical to the larger plant. Congress required the PS1 be built in conjunction with the YDP so that new technologies could be tested and proved in a scale model before implementation in the larger production plant. Implementation of new water treatment technologies in the YDP is a very costly affair and potentially disruptive to the Water Treaty with Mexico. If the scale model, PS1, which is used in the proving of these new technologies, is in any way different than the full scale model, the scale model will be flawed. Implementing a new treatment process in the YDP based on a flawed model could result in a very costly and disruptive mistake. Additionally, all the testing that was performed in the pilot plant would have been wasted effort and time. The estimated price range for this construction project is between $250,000.00 and $500,000.00. The performance period for this acquisition is 210 calendar days. The North American Industry System Code (NAICS) for this action is 237110 Water & Sewer Line & Related Structures Construction with a Small Business Size Standard of $33.5 million. This acquisition will be competitive unrestricted full and open competition. There will be no public bid opening as competitive proposals will be evaluated in accordance with FAR Subpart 15.101-2, Lowest Price Technical Acceptable Source Selection Process and the evaluation criteria included in the solicitation. The resultant award is expected to be a firm-fixed-price contract. The solicitation and any amendments to the solicitation will be available through the Federal Business Opportunities (FBO) (www.fedbizopps.gov) website. The extent of the work will be described in the solicitation when it is posted on or about February 20, 2013, under Solicitation number R13PS34013. All dates in this notice are estimates and are subject to change. No other information will be available before the solicitation is posted. NOTE: The Solicitation will be issued electronically, as will any amendments thereto, in accordance with FAR Subpart 4.5 and 5.102(a)(1); therefore, hard copies will not be provided. There will not be any printed or hard copies of the Solicitation mailed. Additionally, most public libraries have resources available to electronically access and download the Solicitation. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders list. It is therefore, the responsibility of all interested parties to periodically access the above FBO internet address in order to obtain any amendments which may be issued and to ensure that they have the most current information. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of the same. In addition, offerors are required to have a current registration on the System for Award Management (SAM) to be eligible for contract award. Offerors may register on SAM at http://www.sam.gov/portal/public/SAM. Written questions may be submitted to Virginia Toledo at vtoledo@usbr.gov or by fax at 928-343-8568. Only written questions will be accepted and addressed.
