- This is a notice of the intent to Sole Source an award for access to a Clinical Resource Library to UpToDate. (1) PROJECT TITLE: Clinical Resource Library Services for Fiscal Year 2013. (2) SCOPE: Immigration and Customs Enforcement (ICE)/Enforcement and Removal Operations (ERO)/ ICE Health Service Corps (IHSC) is responsible for the care and custody of detained aliens throughout the nation. IHSC supports the ICE Mission by providing or arranging clinically appropriate healthcare. The vendor will provide a clinical resource library to individuals assigned to the IHSC medical detention facilities. (3) PERFORMANCE REQUIREMENTS: The vendor will provide clinical knowledge resource with scientific studies published in high quality peer reviewed journals demonstrating an impact on patient safety, reduced hospital complications, improved hospital efficiency, and improved medical knowledge acquisition. The vendor will provide an evidence-based medical information resource that is reviewed and evaluated by physicians and the content will be written and reviewed by recognized specialty experts, undergoing multiple layers of peer review spanning multiple medical specialties and subspecialties. The resource library also needs to include fully integrated drug monographs and a drug-drug/drug-herb interaction modules provided in conjunction with Lexi-Comp databases i.e. Lexi-Drugs, Pediatric Lexi-Drugs, Lexi-Interact, Lexi-Patient Education, Lexi-Natural Products and Lexi-Drugs International. Lexicomp is the current IHSC Pharmacy Reference Library, which will allow continuity and flawless integration of clinical decisions between clinical providers and pharmacy staff. The resource will also provide modules for Continuing Medical Education (CME) for providers - required for competency validation and recertification of board certifications and licenses -- including unlimited accrual of CME credits for all MD, DO, NP & PA credentialed subscribers. CMEs earned by providers should be simplified with no third party submissions, no additional fees and no testing required and has to be accredited by the following organizations as required: ACCME AMA, AAFP, AANP, AAPA, AAP, ACEP, ACOG, AOA & CFPC.
