- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) has a requirement for new replacement parts and components in support of the NUWCDIVNPT sustainment efforts for Submarine High Data Rate (SubHDR) systems, the Mission Configurable Mast (MCM) and Signals Research and Target Development (SRTD) antenna systems per Government drawings and specifications. The material requirement for the Hull Penetrators is SUBSAFE/LEVEL I (SS/LI) and special control procedures are invoked to ensure receipt of the correct material. SS/LI components must be certified in accordance with the SUBSAFE Program. A five (5) year Indefinite Delivery, Indefinite Quantity (IDIQ) contract for replacement parts (various types) with Firm Fixed Price provisions is anticipated. Award will be made on the basis of Best Value. Evaluation factors are: Technical Capability, and Price. The Technical Capability subfactors are: Technical Approach and Past Performance. Acquisition is unrestricted. NAICS code is 332710 size standard is 500 employees. Further details will be released upon issue of RFP # N66604-13-R-1098 on 04 March 2013.
