- Description
- T-38 Weapon System Solicitation Number: FA8203-13-R-00614AAAA Agency: Department of the Air Force Office: Air Force Materiel Command Location: Hill AFB OO-ALC Synopsis: The United States Air Force is planning an acquisition strategy for the follow-on production of the T-38 Trunnion, Strut, NSN 1620013511053/Part Number 9155455-10. The T-38 Trunnion, Strut requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source requires acquisition of the part from the approved source. The approved source retains data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. Therefore, this acquisition is for continued production of highly specialized components. The T-38 Trunnion, Strut is the mechanism that actuates (extension and retraction) and structurally supports the Main Landing Gear (MLG) for the T-38 and F-5 aircraft. It allows the MLG to retract into the aircraft fully and it also allows the MLG to stay extended and braced during landing/taxi operation. The estimated award date is 15 MAY 2013 with performance expected up to 30 JUN 2016. First delivery of fully qualified production units is to begin within 28 months of award. The current estimate for delivery quantities is as follows: 30 SEP 2015 - 152 units, 31 DEC 2015 - 76 units, 31 MAR 2016 - 70 units, 30 JUN 2016 - 71 units. This delivery schedule must be met or exceeded. Note: The T-38 Trunnion, Strut and associated interface data is contractor proprietary and therefore not available. Any required qualification or integration testing costs, such as a First Article Acceptance Test (FAAT) program, would be applied to the production price. The contractor must provide adequate production, test and logistics (warranty) support to ensure and maintain operational readiness and suitability of the T-38 weapon system for a minimum of 20 years. This is not a Request for Proposal (RFP) and it is not the Government's intention to pay for information solicited at this time. Direct all questions and routine communications concerning this acquisition to the Contracting Officer, Ms. Christine Fukuda/ AFSC OL:H/PZAAB, (801) 777-6466. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to appropriate Government personnel. When required, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman is Mr. Kevin Flinders/PKC, (801) 777-4392. This synopsis is for information and planning purposes only. It does not constitute an invitation for bid or a request for proposal and is not to be construed as a commitment by the Government. No costs will be paid for any charges incurred in responding to this synopsis. Information submitted should be addressed to AFSC OL:H/PZAAB, Attn: Ms. Christine Fukuda, 6050 Gum Lane Bldg 1215, Hill AFB, UT 84056-5825.
