Description
The purpose of this announcement is to determine if there are other commercial contractors and services that are currently available on the market that are capable of providing the level of services described in this market survey, these services are currently being provided by the incumbent contractor, CAE, Inc. If there are no other qualified contractors, the FAA plans to award a contract for the following commercial services on a single source basis to the incumbent contractor. On a single source basis, the Federal Aviation Administration (FAA), plans to acquire, from CAE, a wide array of maintenance and technical support for the Full Flight Simulators (FFSs), Virtual Simulator (VSIM ™S) and the Integrated Procedure Trainer (IPT) in order to meet the research/development and training objectives of Flight Standards and AMA-200 technical training courses which utilize the flight simulator/training device with minimal assistance from FAA. The contractor shall provide the necessary resources, personnel, material, equipment, and services to meet the requirements. The tasks shall include the following: a. Provide maintenance and simulator parts support for the Boeing 737 and Airbus 330/340 FFSs manufactured by CAE, Inc. b.Provide technical and engineering support for the CAE Boeing 737 and Airbus 330/340 FFSs. Contractor shall provide engineering support, to assist in troubleshooting maintenance problems, to assist in acceptance testing of maintenance corrective actions, to make software changes to correct malfunctions, to provide any required technical assistance to the on-site maintenance staff, and to provide recommendations on equipment enhancement. c.Submit all documents in electronic media and compatible with the requisite version Microsoft Word, Excel, or other software as required by the Government. If requested, the submittal shall be delivered to the FAA on electronic media or hard copy or both. The contractor shall provide on-site maintenance support and original equipment manufacturer (OEM) parts for contractor-manufactured and non-contractor manufactured items (excluding aircraft parts, instruments, and avionics) for both simulators at the MMAC Government facility on a five (5)-day per week, sixteen (16) hour per day schedule, excluding holidays. The FAA is not currently aware of any other entity capable of meeting the unique requirements for the simulator maintenance and providing the necessary maintenance support. An acquisition strategy for this procurement has not been determined at this time; however either an unrestricted competition or a set-aside will be chosen depending on the number of responses to this market survey. Any organization which believes that it can meet the FAA ™s needs as outlined above, at the high level of quality indispensable to the FAA, may, not later than 12:00 PM Eastern Standard Time February 20, 2013, email, to Catherine Perry at Catherine.perry @faa.gov, a Statement of Capabilities and Qualifications, and Past Performance reference for any previous similar contracts attempting to prove the submitter ™s capabilities. The FAA is not seeking or accepting unsolicited proposals. All interested vendors are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey/Request for Information. Therefore, any costs associated with vendor's market Survey/Request for Information submissions will be solely at the interested vendor's expense. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
