Description

AGENCY IDENTIFICATION AND CONTRACTING ACTIVITY The National Cemetery Administration (NCA), Centralized Contracting Division, has a need to approve a "Justification for Other Than Full and Open" requirement in accordance with FAR 6.3, Other Than Full and Open Competition. This urgent and compelling procurement action in accordance with IAW FAR 6.302-2 is based on the need to contract services to provide a performance-based contract for cemetery grounds maintenance services at Santa Fe National Cemetery, Santa Fe, New Mexico and hereafter referred to as "Santa Fe" or "Cemetery." The overall responsibility of the Contractor is to plan, coordinate, organize, manage, and perform the activities of "mowing and trimming" described herein, which are required to maintain a healthy and aesthetic appearance of the Cemetery grounds. Grounds Maintenance Services at Santa Fe National Cemetery, 501 north Guadalupe Street, Santa Fe, NM 87501 under a new contract: Date of award to 09-30-2013; to prevent uninterrupted Grounds Maintenance Services at Santa Fe National Cemetery in Santa Fe New Mexico. NATURE AND/OR DESCRIPTION OF THE ACQUISITION BEING SOLICITTED Approval of a new potential contractor is needed for the continuation of grounds maintenance services from date of award to 09-30-2013 at the Santa Fe National Cemetery. This potential contractor is to provide proper grounds maintenance services at Santa Fe National Cemetery without any interruption in grounds maintenance services. DESCRIPTION OF THE SUPPLIES AND SERVICES REQUIRED TO MEET THE AGENCY'S REQUIREMENT NCA has a need to contract services for all labor, materials, supplies, and equipment to provide complete grounds maintenance services at Santa Fe National Cemetery in Santa Fe New Mexico. The estimated value of the potential grounds maintenance services contract from date of award to 09-30-2013 is approximately $160K to 240K. IDENTIFICATION OF STATUTORY AUTHORITY The requirement will be solicited under citation 10 U.S.C. 2304(c) (2), 41 U.S.C. 253(c) (2) and FAR 6.302-2: Unusual and compelling urgency Incumbent is: Crystal Clear Maintenance Rio Rancho, NM, additionally they provide all grounds maintenance services at Santa Fe National Cemetery under Contract No.: VA258-P-00130. The Government is currently in the process of soliciting the same requirement under via Request for Proposals (RFP) No. VA-786-13-R-0156, with a base period of performance of: date of award to 09-30-2013 with four (4) option one-year periods if exercised by the Government. The RFP will be issued on February 2013. A new contract against the RFP should be awarded before the current contract's expiration date of March 2013.
