- Moody AFB, Area Wage Determination A-10 Collective Bargaining Agreement (CBA) and WD EC-130H Collective Bargaining Agreement (CBA) and WD Draft DD254 Draft Performance Work Statement (PWS) Draft Request For Proposal (RFP) Interested Parties Listing PRE-SOLICITATION NOTICE IAW FAR 5.204: This is a pre-solicitation notice only. This notice replaces all previous notices for RFP: FA4890-12-R-0024. Air Combat Command, Acquisition Management Integration Center (ACC AMIC) anticipates issuing the final RFP on/or about 27 Feb 2013 with a closing date on/or about 29 Mar 2013. This will be a competitive acquisition set-aside 100% for small business. The Government intends to make one award from the solicitation. The North American Industry Classification System (NAICS) code for this requirement is 611512 with a small business size standard of $25.5M. The contractor shall perform in accordance with the standards outlined in the Performance Work Statement (PWS). For this requirement, the contractor shall furnish all personnel, equipment, tools, materials, supervision and all other items and services that are required to perform 355th Wing A-10 and 55th Wing EC-130H Compass Call (CAT/CWD) at Davis-Monthan AFB, Arizona, and Distributed Mission Operations (DMO) for the 23rd Wing at Moody AFB, GA. The specific tasks for this requirement are divided into six categories: 1) CAT, 2) CWD, 3) Scheduling, 4) General Tasks, 5) DMO/Continuation Training (CT), 6) Compass Call Mission Crew Simulator (CCMCS) Scenario Development. The contractor shall conduct academic and training device instruction in support of formal course syllabi, training plans, event lesson plans, and continuation training (CT) for course students and permanent party aircrew to accomplish required event objectives and specific event tasks. EC-130H Difference and Multi-qualification training will also be performed. Academic instruction will include platform training, remedial training, and monitoring of computer-based and self-paced instruction periods. Likewise, the training devices (to include any Full Mission Trainer (FMT), Cockpit Familiarization Trainer (CFT), Cockpit Procedures Trainer (CPT), Hands-on Stick and Throttle (HOTAS), Compass Call Mission Crew Simulator (CCMCS), Part-Task Trainer (PTT), etc., shall be used during the hours of operation as specified in the PWS. In addition to the specific tasks as outlined in the PWS, instructor duties shall consist of revision, review and development of student training lesson plans as syllabi or Air Force Tactics/Techniques and Procedures (AFTTP) change, or when mission/event or safety requirements dictate. Performance will consist of a Phase-In period, one (1) Base Period, and four (4) one-year Option Periods. The Government anticipates making award on/or about 26 Jul 13 with the two month phase-in period scheduled for (1 Aug 13 - 30 Sep 13). Actual contract performance is scheduled to begin 1 Oct 2013. The Government will use the Internet and email as the primary means of disseminating and exchanging any information concerning this requirement. The draft solicitation and attachments are posted with this announcement. It is the offeror's responsibility to monitor the Internet for the release of the Final Solicitation and closing date. A pre-proposal conference is planned to be held on/or about 12 Mar 2013. Offerors desiring to attend the conference must pre-register. Registration information shall include the company name and phone number, name of each individual attending to include their social security number. This information is for security purposes and access to the base/facilities. An interested parties listing will be posted with this notice to FBO in order to facilitate teaming and subcontracting opportunities. To be eligible for contract award, offerors must be registered in the Online Representations and Certifications Application (ORCA) site found at http://orcabpn.gov/ and the System for Award Management (SAM) www.sam.gov. Interested parties are to submit all correspondence pertaining to this requirement in writing to the POCs listed below. Hard copies of documents posted on FBO will not be made available. The Government will provide an email confirmation of receipt of information.
