- Bearcat LSJ General Services Administration (GSA) Federal Acquisition Service (FAS) Southwest Supply Operations Center (SSOC) Acquisition Division (QSDLA) Branch 2 (QSDLAB) LIMITED-SOURCE JUSTIFICATION IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY The requiring agency is the Strategic Systems Programs located at 1250 10 th Street, Suite 3600 Washington Navy Yard, DC 20374-5127. The contracting activity is the General Services Administration, Global Supply, Southwest Supply Operations Center, 819 Taylor St., Fort Worth, TX 76102. DESCRIPTION OF THE ACTION BEING TAKEN This action is to request the approval for a Firm-Fixed Price Delivery order for the supply of six (6) each Bearcat Armored Vehicles, Lenco p/n BC55003 and six (6) Spare Parts Kits. The total estimated value for this effort is $1,574.855.67. This will enable the U.S. Marine Corps (USMC) to provide immediate response capability to protect vital U. S. national defense assets at Naval Submarine Base Kings Bay, GA and Naval Submarine Base Bangor, Silverdale, WA. This action is being accomplished LAW FAR 8.405-6(b) which identifies circumstances for limiting sources. This requirement for the Lenco Bearcat Armored Vehicle is only available from one GSA Schedule contract, Lenco Industries Inc., GS-07F-0390M. This LSJ supports the Request for Quote (RFQ) for the six (6) each Bearcat Armored Vehicles, Lenco p/n BC55003 and six (6) Spare Parts Kits. The RFQ and approved LSJ will be posted to GSA e-Buy under GSA Schedule 84 titled TOTAL SOLUTIONS FOR LAW ENFORCEMENT, SECURITY, FACILITIES MANAGEMENT, FIRE, RESCUE, CLOTHING, MARINE CRAFT AND EMERGENCY/DISASTER RESPONSE, and Special Item Number (SIN) 426 5B, Armored Vehicles, Vehicle Armoring Services, Wheeled Vehicles (excluding patrol cars) used strictly for Law Enforcement or Security purposes and other miscellaneous armoring products and services. DESCRIPTION OF SUPPLIES REQUIR.ED TO MEET AGENCY's NEEDS The customer has submitted MIPRs N00030-12-MP-20045 and N00030-12-MP-2046 and signed Inter-Agency Agreements (IA). This Sole Source Justification serves to support the brand name procurement of six (6) each Bearcat Armored Vehicles, Lenco p/n BC55003 and six (6) Spare Parts Kits to be delivered to Naval Submarine Base Kings Bay, GA and Naval Submarine Base Bangor, Silverdale, WA in support of USMC operations. PRODUCT DESCRIPTION Item 1 Bearcat Armored Vehicle BC55003 The Lenco Bearcat is a Commercial Off the Shelf Armored Vehicle. It has a maximum seating capacity of 12. It can be classified as an Armored SWAT Truck, APC, CBRNE Incident Response Vehicle, Light Armored Vehicle, Bomb Response Vehicle, and Anti-terrorism Truck. It comes with Standard Mil Spec Steel A46100 armor to exceed NIJ IV including.50 caliber multi-hit. It has a multitude of emergency features and equipment including Rotating Rooftop Turret with Comport, a 200-Watt Siren PA System. Strobe Lighting Front and Rear, and much more. It is also available with options such as Ballistic Skip Round Shields. Run Flat Tires. a Radiation Detection Package. Explosive Gas Detection System. Thermal Imaue/Color Cameras and much more. The Bearcat can be used in a variety of Special Response & HAZMAT missions. including responding to local violence, threats or acts of Limited Source Justification - Lenco Bearcat Armored Vehicle terrorism and school-building or public-area high-powered weapon threats. The Truck is capable of highway speeds and has a GVWR of I 9,5001b with 4WD Standard. A Cupola and Mechanical Turret and an all new VIP. MEDEVAC. or EOD Robot Deployment package are optional. Lenco is offering our all new On Board SCBA System (Compatible with All Brands of SCBA). This option allows the Bearcat to transport clean bottled fresh air outside the vehicle in an armor protected area. It is designed to distribute that air through a regulator into the vehicle to all ten (12) seating positions, thereby allowing operators to breathe from the truck's air supply without having to deplete their personal airpack. This feature allows operators to have more time when making entry into contaminated environments. Item 2 Spare Parts Kit Spare parts kit for initial support of the Lenco Bearcat Armored Vehicle consisting of the following items: Qty 12 ea 3 ea 1 ea 1 ea Product Number 3C3Z-673l-AA 7C3Z-9601-B 8C3Z-9N184-C SC3Z-7A098-D Description Oil Filler Air Filter Fuel Filter/Water Separator Auto Transmission Filter IDENTIFICATION OF STATUTORY AUTHORITY This acquisition is conducted under the authority of the Multiple Award Schedule (MAS) program. The primary statutory authorities for MAS are Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 253(c)(1), and Title 40 U.S.C. 501, Services for Executive Agencies. The circumstances and rationale for limiting consideration to select schedule contractors for award follows: FAR 8.405-6(b) Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer. Lenco Industries is the only source for the Bearcat armored vehicle. DEMONSTRATION OF THE PROPOSED MANUFACTURER'S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY 2 Lenco has successfully provided the Bearcats indicated in this procurement to the Navy's Strategic System Programs (SSP) in the past. SSP currently has a fleet of over 77 Bearcats specifically manufactured by Lenco to meet the requirements of the US Marine Corps security forces at Strategic Weapons Facilities, including Submarine Base Kings Bay, GA. and Submarine Base Bangor, Silverdale, WA. Lenco's Bearcat capabilities were designed and manufactured to support the security force operational needs of the US Marine Corps in support of the Strategic Systems Program. The amount of time, money and resources that would be necessary to add another vehicle type to 3 Limited Source Justification - Lenco Bearcat Armored Vehicle the SSP inventory is substantial. The training alone is an additional 40 hours of driving and classroom for each of the sailors and marines. This would involve approximately 2000 people and would use up the valuable training time allotted for each post along with valuable fuel that is needed for the security forces. There would be an additional logistic trail for spare parts and time spent training the mechanics on the different vehicle. Additionally. procedures for both operation and maintenance would need to be revised which would cause an added strain on SSP's shrinking budget. Lenco provides the following special features which include a custom seating arrangement and are required to support the mission of SSP and have been incorporated into the USMC response tactics: (I) Counter Balanced Roof Hatch. This exclusive hatch acts as a ballistic shield that can be raised and lowered with one hand, improving safety and security. •(2) ITS" turning radius. This exclusive custom requirement provides significant tactical mobility advantages. •(3) Turret System: This system has a 15,000 lb. payload capacity allowing the Navy to add unlimited features to their Turret System potentially including the CROW's system. •(4) Special changes to the Turret and Pedestal mounts accommodate all of the following weapons: M2.50 cal, Mk19. 8240. M240/249 and Shield Kit. •(5) Protect against.50 caliber ball ammunition. •(6) Counter balanced roof hatch that provides Level IV ballistic protection for gunner, •(7) Undercarriage hardened to provide protection against an improvised explosive device (lED) and small arms fire. •(8) Door modifications to enhance rapid exiting by tactical security forces. •(9) Ceiling mounted Ammo Can Holder for easy access by gunner. (10)Adaptor to allow USMC to use existing weapons mounting systems from other vehicles. (1 I )Gunner stand flanges face up for improved footing. (12)Exterior Turret Rotation Handle to allow gunner more room to move when outfitted in full gear. (13)Radio Prep Package which provides keyed power and 120-940 MHz antenna already located on the vehicle. (14)Exterior Rotating Spotlight with interior controls. (15)Heavy duty interior mounted weapons holders situated at various seating locations for easy access. (16)3600 watt power inverter that can be utilized as an 110v AC power source with an external plug to charge the vehicle batteries when the truck is not in use. (I 7)Reverse fold-up rear seating arrangement which compliments a 4 door configuration. (I8)Improved and upgraded rear air conditioning and heating unit to facilitate troop comfort during long missions. DETERMINATION THAT THE ANTICIPATED AWARD WILL BE THE BEST VALUE A best value determination will be documented. Prior to placing the order, the Contracting Officer will seek price reductions from Lenco GS-07F-0390M. listed under Schedule 84, Special Item Numbers 426 5B. As a matter of indirect pricing comparison. the Contracting Officer will seek out additional pricing data and recent sales history from Lenco to substantiate the price reasonableness of these items. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED An initial market research study was conducted by Navy Nuclear Weapons Security Forces. Several armored vehicles were evaluated during the study; however, only the Lenco Bearcat met all the requirements for security force response suitability. The Defense Threat Reduction Agency invited several manufacturers of armored vehicles to demonstrate their products at the Nuclear Security Summit. Additionally. the DoD Physical Security Equipment Action Group (PSEAG) manages a bi-annual Force Protection Equipment Demonstration. This demonstration was sponsored by the Office of the Secretary of Defense for Acquisition and Technology and all armored vehicle manufacturers were invited. Ogara-Hess and Eisanhardt Armoring Company, Textron Systems, Cadillac Gage and 4 Limited Source Justification - Lenco Bearcat Armored Vehicle Lenco BearCat were all evaluated for mission suitability. The Lenco Bearcat was the only vehicle that met all of the program's requirements. The Lenco Bearcat was also provided for inspection at the Nuclear Security Summit and was identified for purchase and evaluation as a top priority. Market Research was conducted in 2009 by the contracting officer prior to purchase of 57 Bearcat Vehicles for the Air Force. The Air Force requirement was solicited as Brand Name or Equal on e-Buy. Four offers were received but only two met the technical requirements of the Air Force. Lenco Industries offered the lowest priced. technically acceptable vehicle and received the award for the 57 vehicles. Market Research was again conducted in May of 2011. Strategic System Programs personnel attended the Force Protection Equipment Demonstration VIII conducted in Stafford. Virginia from 17-19 May 2011. A review of all available vehicles at the demonstration revealed there was not a suitable substitute for the Bearcat. Although there are similar vehicles on the market, there was not one identified which met all the requirements which are currently being satisfied by the Bearcat at the same cost to the program. The Navy Strategic Systems Program has a current fleet of over 77 Bearcats and has developed an infrastructure to support the Bearcat which includes a large inventory of spare parts, detailed maintenance plans and procedures, and an extensive driver and mechanic training and certification program. Market research has shown that adding another type of armored vehicle other than the Bearcat to the Navy's fleet would require establishing another inventory of spare parts and establishing another training and certification program for drivers and mechanics. which would increase program costs substantially. In summary. there are no known sources other than Lenco that can meet the requirements of the Strategic System Program either on GSA Schedule or in the open market. Market research also shows that only one (1) vendor, Lenco. GS-07F-0390M. currently offers the Bearcat Armored Vehicle on a GSA Schedule that meets the customer's requirements for additional armored vehicles required to meet security objectives.
