Description

This is a Sources Sought Announcement to determine the availability of small businesses & 8(a) Certified Businesses for a potential set-aside. The Federal Aviation Administration (FAA) is conducting market research to determine potential sources having the capabilities, and experience necessary to perform the described work. No award will be made from this Sources Sought. The results of the survey will aid the FAA in determining whether adequate competition exists to set aside the requirement for small businesses. THIS IS NOT A REQUEST FOR PROPOSALS, AND WILL NOT RESULT IN THE AWARD OF A CONTRACT. The Federal Aviation Administration (FAA) has a requirement for licensed professional and technical surveying services in support of Airport Surveillance Radar (ASR), Air Route Surveillance Radar (ARSR) and Beacon Target Precision Surveys as described in the attached Draft Statement of Work. The FAA estimates that there will be a need for licensed professional and technical surveying services for the next 2 years, and anticipates awarding a single, Indefinite Delivery/Indefinite Quantity contract on or about April 1, 2013. The work contemplated falls under NAICS Code 541370, Surveying and Mapping. It is anticipated the procurement will have a dollar threshold between $10,000 and $700,000. Small businesses and/or 8a certified businesses with the requisite capabilities are welcomed to submit responses as outlined below. Interested vendors are required to provide: - Completed Business Declaration Form (attached) - Submit a capability statement in the following format: 1.) Staffing Plan - no more than 2 pages a. Give a description of qualified personnel and necessary education, licenses, certificates, and/or designations, you envision necessary to meet the Draft Statement of Work requirements. b. How will your firm be able to provide qualified personnel as described in Draft Statement of Work by the proposed April 1, 2013 contract start date? Will contractor personnel be supplied by your firm's currently-available employees or via sub-contractor arrangements? If both, please describe the details of your approach to meeting the staffing requirements for the initial task order. 2.) Corporate experience - no more than 2 pages a. Give a description of your corporate experience (working as either a prime or as a subcontractor) in providing services that are identical or similar to the Draft Statement of Work. The experience should include the name of the Government agency or commercial entity for which the work was performed, start and end date of work, dollar value, point of contact and phone number for customer organization familiar with the technical performance of your work on the project. b. Give a description of any corporate experience related to Airport Surveillance Radar, Air Route Surveillance Radar, and Beacon Target Precision Surveys that would demonstrate an ability to provide the technical background required to provide the support detailed in Draft Statement of Work. 3.) Methodology/Quality Control - no more than 4 pages a. Give a description of your methodology for surveying/consulting services to be provided in the Draft Statement of Work (Identify action items, timeliness, necessary FAA resources and information.) b. Give a description of your method to manage, track, and oversee the project execution from start to finish. Identify any project management software/tools anticipating use. c. Provide a draft project schedule identifying the milestones through the life of the project. Submission of the items requested is due no later than 3 pm, local time, February 20, 2013, emailed to colleen.mcguire@faa.gov. The FAA is not liable for costs associated with the preparation and submittal of responses to this announcement. Brochures alone will not be considered sufficient documentation for demonstration of capabilities. Responses will not be returned. No telephone inquiries will be accepted. This is a sources sought announcement so NO SIR exists; please do not request one. Potential sources are cautioned that further public announcements may not be made and the SIR may be released to the qualified small businesses responding to this announcement only.
