- Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Air Force Life Cycle Management Center, Network System Warfare Branch intends to award a Firm Fixed Price contract utilizing FAR Part 15 procedures for the enhancement of the AVOKE Call Browser to respond to needs expressed by the operations community. The first enhancement to the AVOKE Call Browser will allow for rapid review of automated categorization. The second planned enhancement will allow for the AVOKE Call Browser to analyze calls from different geographic locations. Finally, an audio analysis management framework will be developed to enable rapid installation, configuration, and management of AVOKE Call Browser systems. The Air Force Life Cycle Management Center, Network System Warfare Branch intends to award to Raytheon BBN, Technologies. CAGE: 3U6L5. Raytheon BBN, Technologies is the original software developer and is the only known source that meets the government's requirement as they have proprietary rights to design and modify the AVOKE Call Browser. As a result, no other vendors can provide the required items. The Government intends to award in the March 2013 timeframe. No technical data/drawings/technical orders are available. If a firm is capable of providing this similar software that matches these capabilities, please contact the Contracting Officer within three days of this announcement. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned.
