- THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. 1.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. 2.0 SUBJECT: The Medical Support Systems Project Management Office (MSSPMO) of the U.S. Army Medical Material Development Activity (USAMMDA) is conducting market research to assess commercial availability of a biologics refrigerator for the Armored Multi-purpose Vehicle (AMPV) program Treatment Variant. The fielded capability must meet or exceed the specifications listed below. In-line with the above goal, the MSSPMO wishes to obtain information from commercial sources who possess candidate refrigerators capable of meeting these parameters; either in current state or in the near future. 3.0 Background: Currently there is an Army Medical Department (AMMED) requirement for cold biologic product storage in the Army's Treatment Vehicles. To help meet this requirement, we are looking for a biologics refrigerator that meets all of the following requirements: (1) The refrigeration unit shall have a minimum 10 units of blood storage capacity or equal volume for other biologics components (2) The refrigeration unit shall be small compact and weigh less than 67 pounds; (3) The refrigeration unit shall not exceed a space envelope of 609.6mm (24 inches) wide, 444.5mm (17.5 inches) tall and 482.6mm (19 inches) deep. (4) The refrigeration unit shall maintain a chamber temperature between 1 and 6 degrees Celsius (34 F and 43 F). The refrigeration unit shall be able to maintain the temperature range without external power source for 72 hours. The refrigeration unit shall be able to go beyond 72 hours with external power. (5) Conditioning of the biologics refrigerator with external power is acceptable, as long as the device can maintain temperatures for 72 hrs, once power is removed. For candidate technologies with the potential to meet all of these requirements, a short fact sheet (three pages or less) is requested that summarizes specifications and capabilities in before mentioned areas. 4.0 Response Instructions: Respondents should address the following in their capabilities statement: A product development plan demonstrating realistic and attainable timelines and cost for development of the candidate biologics refrigerator or an equivalent commercial of the shelf device that can meet the essential characteristics. 5.0 CONTACT INFORMATION: Any and all questions related to this RFI shall be directed to john.niziolek@amedd.army.mil.
