Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with Sensors, Inc. for a Portable Emissions Measurement System (PEMS). The EPA?s Office of Research and Development (ORD), National Risk Management Research Laboratory, Air Pollution Preventions and Control Division (APPCD), Research Triangle Park, North Carolina will use the PEMS to support the Air, Climate, and Energy (ACE) Research action plan (RAP) to assess variations in on- and non-road, in-use emissions of mobile sources in compliance with 40 CFR 1065 and in a manner consistent with the research being done by the Office of Transportation and Air Quality (OTAQ). By procuring the same equipment used by OTAQ, APPCD will be able to increase statistical robustness of the joint program test results as well as better correlate their results to chassis dynamometer research conducted at the RTP facility EPA has identified Sensors, Inc. as the only contractor that manufactures a PEMS with a non-dispersive ultra-violet (NDUV) NOx analyzer, flame ionization detector (FID), total hydrocarbon analyzer, and a non-dispersive infra-red (NDIR) analyzer for measurement of CO, CO2. This is the same equipment currently being used by OTAQ. In addition, to providing the necessary portable emissions measuring system, the vendor will provide basic technical training in the operation of their equipment and provide engineering support during initial commissioning and training. This procurement will be accomplished under FAR Part 12 Commercial Procedures. It is our intent to award a single fixed price purchase order. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
