- The NAVSUP Fleet Logistics Center Jacksonville is conducting market research for sources sought to publish and distribute a civilian enterprise newspaper entitled The Skyline for Naval Air Station Meridian, Mississippi. This will be a No Cost Contract. Total duration of the contract including the exercise of any options shall not exceed five years. The exercise of the option is the exclusive right of the Government. THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS A REQUEST FOR INFORMATION (RFI)FROM INTERESTED COMPANIES. NO CONTRACT WILL RESULT DIRECTLY FROM THIS NOTICE AND IS NO WAY BINDING ON THE GOVERNMENT. The applicable North American Industry Classification System (NAICS) Code is 511110 with an employee size of 500. All prospective companies must be registered in the System for Award Management (SAM) in order to be eligible for award. THE GOVERNMENT DOES NOT INTEND TO PAY FOR ANY INFORMATION FURNISHED PURSUANT TO THIS RFI. ANY COSTS INCURRED BY INTERESTED COMPANIES THAT RESPOND TO THIS ANNOUNCEMENT WILL NOT BE REIMBURSED. MORE SPECIFIC INFORMATION WILL BE FURNISHED WHEN ACTION IS SYNOPSIZED THROUGH THE GOVERNMENT POINT OF ENTRY. SCOPE: The Requiring Activity (Naval Air Station Meridian, Mississippi) desires publication and distribution of a civilian enterprise newspaper The Skyline as an internal information tool to provide a free-flow of news, editorials, commentaries, features and other mission-essential information without censorship or news management for the personnel, retirees, and family members stationed at and supported by Naval Air Station, Meridian. The scope of work to be performed as follows: Publish and distribute 1,800 copies of the newspaper on Thursday every other week (total of 25 per year) with the below two exceptions: Exception (1): Certain holidays when the publishing schedule may be adjusted as mutually agreed to by the publisher and the Commanding Officer's designated representative two weeks prior to scheduled delivery date. Exception (2): One newspaper will not be published during the holidays in December with date of December publication mutually agreed to by the publisher and the Commanding Officer s designated representative. The publisher shall provide and maintain news racks in locations to be specified. All proceeds for the sale of advertising for the newspaper shall go to the publisher, who agrees to look exclusively thereto for all costs, expenses and profits. The publisher also shall pay all taxes arising out of said publication. REQUESTED INFORMATION: AS A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED: (a) A positive statement of your intention to bid on this contract as a prime contractor. (b) Evidence of three (3) recent experiences in work similar in type and scope of publication and distribution of a civilian enterprise newspaper with percent and description of work performed to include contract numbers and current telephone numbers with contact points. All of the above information must be submitted in sufficient detail for a decision to be made on availability of interested concerns. Provide the above information no later than 28 February 2013, close of business 4:00 P. M., Eastern Standard Time, to Joanna Knowles, Contract Specialist, email joanna.r.knowles@navy.mil.
