Description

Representations and Certifications Clauses Standard Form 18 Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial products prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. This requirement is also a 100% small business set-aside. The Government reserves the right to award without discussions. Offerors are responsible for monitoring this site for the release of any amendments or other pertinent information. The solicitation number is N00173-13-Q-0111, and it is being issued as a Request for Quotation (RFQ). This requirement is being set-aside as a Total Small Business set aside under NAICS code 334511. Only qualified Offerors may submit responses. REQUIREMENT: The Naval Research Laboratory has a requirement for the following: SHARPEYE SURVEILLANCE RADAR LINE 0001 : Sharpeye X-band Costal Surveillance Doppler + Enhanced Pulse Compression Transceiver PART NO: DTX-A3-ADDA LINE 0002 : 18' Low Profile Antenna PART NO: LPA-A55 LINE 0003 : Drive Control Unit PART NO: GTX-A24 LINE 0004 : 60M Cable Kit PART NO: CTK-A4-60 LINE 0005 : Installation Manual PART NO: KH-1264 LINE 0006 : Program Management ITEMS MUST BE BRAND NAME OR EQUAL. DETAILED SPECIFICATIONS ARE ON THE SF-18 REQUEST FOR QUOTATION (RFQ) ATTACHED TO THIS POSTING. INSTRUCTIONS FOR PREPARING AND SUBMITTING QUOTATION: 1. Complete attached SF-18, Request for Quotation (RFQ) Block 11, by inserting in Column (e), Unit Prices, your proposed price, in the space provided, for each contract line item. 2. Block 12 if applicable 3. Blocks 13a, 13b, 13c, 13d, 13e, 13f of the SF-18 4. Blocks 14 and 15 of the SF-18 Please email the completed SF-18 along with your, DUNS number to Patricia Willis, Contracting Officer, who can be reach via telephone at 202-767-1858, via email: patricia.willis@nrl.navy.mil. Prior to submitting an offer, Offerors must be actively registered in System For Award Management (SAM) per FAR 52.204-99, System for Award Management. Registration instructions may be obtained, and online registration may be accomplished at www.sam.gov. By submitting an offer, the Offeror acknowledges the requirement to be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation. To be eligible for award, prospective Offerors must be registered in SAM under the appropriate business category and NAICS code. In addition, unless available via SAM (i.e. www.sam.gov) Offerors are also to include a completed copy of their Representations and Certifications as per the provision 52.212-3, Offeror Representations and Certifications-Commercial Items. DUE DATE: Quotes are due no later than 3:00 PM Eastern Time February 28, 2013 and will be accepted by e-mail. Quotes are to be submitted to the Contracting Officer. Offerors are responsible for confirming that their quote was received.
