- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 13.302, using Simplified Acquisition Procedures for purchase orders. This requirement is for Brand Name or Equal to Congressional Quarterly subscription. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on NECO (http://www.neco.navy.mil/ ) and uploaded onto FEDBIZOPPS. The RFQ number is N00189-13-M-0212. It is the contractor ™s responsibility to be familiar with the necessary applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and is http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 519130 and the Small Business Standard is 500 Employees. Award of this solicitation will be based on low price technically acceptable (meeting the salient characteristics contained herein) responsible quoter. The Government reserves the right to award to other than the lowest quoter. The anticipated contract type is a firm-fixed-price per month contract for the purpose of providing individual news service access for 40 licensed users along with onsite training and support (by request). For the purpose of this requirement CQ equals Congressional Quarterly or equal. The following is required: CQ today news; published Monday through Friday when Congress is in session provides comprehensive daily coverage of Congressional activity as well as policy news and the Daybook, CQ Schedules; provides a day to day guide to what ™s happening in Washington with calendar integration vigorous coverage and real-time updates and alerts, CQ Weekly; available in print or online ”supports subscription holders with roll “call votes in the Senate and the House during the previous week, charts of major bills and appropriations expected to move in the coming weeks, CQ Executive briefing “ defense; provides updated information which allows the subscriber to stay informed on policy developments in the defense arena, roll call (access via CQ.com); published Monday through Friday when Congress is in session, ensuring uninterrupted delivery and up to the minute analysis of the daily Congressional intelligence, CQ house action reports; delivers five distinct reports that are easily searchable and alertable, to provide the essential information in real-time, CQ senate watch; fully searchable with alerts brings legislative news and in-depth schedule information from the Senate floor in real-time, CRS reports; every CRS Report is full text, searchable & alertable providing expert analysis at every stage of the legislative process, CQ bill analysis; provides the subscriber with expert synopsis, detailed breakdown and bill outlook, CQ homeland security; covers the nation ™s defense, cyber-intelligence and border security policies and priorities, plus relates news from the Pentagon and other government agencies providing an AM& PM newsletter, and the ability to create custom alerts detailed to fit the subscribers interests, CQ member profiles; offers detailed information on every member: their states and districts, voting and electoral histories, contracts, grants and the largest corporations in their district or state, committee assignments, legislative priorities, and recent news, reporting, & notification, custom list, custom alerts and CQ document manager, CQ billtrack (a real-time legislative tracker allowing you to follow bills in real-time as they travel through Congress) and custom bill reports plus enhanced Government documents: bill text; a fully searchable online tool which links to a PDF from the U.S. Government Printing Office, bill compare; allows the comparison of the wording found in two versions of the same bill, in two different bills or in selected sections of any two bill versions, committee reports; provides the full text of every committee report and is searchable by Congress number, word or phrase, bill numbers, committees chamber, publication date, report numbers and date items added, Congressional record; updated daily and delivers an easy-to-browse abstract so you can hone in the details and procedures of major proceedings and debates of the House and Senate, CRS bill digest delivers detailed synopses of legislation, with links to related news, analysis and source material, prepared by the Congressional Research Service of the Library of Congress, CQ floor votes and custom vote reports; provides custom vote reports dating back to 1991with exclusive vote captions, CQ committee coverage; provides in-the-room coverage of every open committee and subcommittee markup (markup analysis vote), amendment text; provides you with a first-hand look at amendments including draft legislation, often before they ™ve been acted on in committee or on the floor (committee & floor amendments), CQ congressional and newsmaker/regulatory transcripts and CQ transcript wire; which is a tool that works as a wire service notifying you when congressional, financial or newsmaker events are being transcribe, CQ hot docs; searchable and alertable by subject, document type, keywords, bill numbers and member names and CQ archives; provides a historical perspective on legislation with information dating to the 98th Congress in 1983. The estimated period of performance for this requirement is for 12 months. Each quoter shall submit their quote in one line item: 0001 Congressional Informational Subscription. The following FAR provisions and clauses are applicable to this procurement: 52.212-4 Commercial Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, 52.243-1 Changes-Fixed Price and 52.204-10 Reporting Executive Compensation and First Tier Subcontract Awards. Additional contract terms and conditions applicable to this procurement are: 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items and 252.232-7003, Electronic Submission of Payment Requests. 252.232-7006, Wide Area Work Flow will be utilized for payment under this contract.
