- REQUEST FOR INFORMATION / SOURCES SOUGHT INQUIRY The Department of Veterans Affairs Network Contracting Office (NCO) 19, Rocky Mountain Acquisition Center (RMAC) is seeking information and sources that are capable of providing groundwater remediation consulting services based upon an extensive background of assessing and remediating dry-cleaning solvent sites under the U.S. EPA's CERCLA (Comprehensive Environmental Response, Compensation & Liability Act) aka "Superfund". Desired technical skill sets include (but are not limited to) - advanced expertise in developing and defending conceptual site models, groundwater modeling, groundwater flow analysis, groundwater plume modeling, critiquing existing groundwater models on their predicted fate and transport of DNAPL (dense non-aqueous phase liquid) contaminants, design and implementation of DNAPL site assessments (e.g. soil gas, GeoprobeTM, groundwater monitoring, etc.), groundwater data validation, EPA's DQO (data quality objectives) Process, in situ oxidation/flushing and bioremediation technologies, remedial investigations, feasibility studies, treatability studies, development of complex aquifer DNAPL remedial alternatives/designs, simulating groundwater hydraulics to support remedial system designs plus an established and documented record of successfully negotiating DNAPL remedy selection and field implementation schedules with EPA Headquarters/EPA Regions and state environmental regulators. Any and all work shall be performed in accordance with any applicable US Environmental Protection Agency - Region 8 (EPA R8) CERCLA regulations and more stringent and applicable Utah Department of Environmental Quality (UDEQ) health, safety and environmental requirements and regulations along with standard environmental engineering and industry practices. The information submitted shall contain the company's business size status. This is a request for information and sources only, which may or may not lead to a future solicitation! This is not a request for proposal (RFP). The VA will not pay for any information received resulting from this sources sought notice. Requests for copies of a solicitation shall not be honored or acknowledged. Information should be forwarded to the Contracting Officer.
