- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals that are being requested and a written solicitation will not be issued. Firm fixed-price offers are requested under this Request for Quotation (RFQ), number L13PS00206. This document incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-64. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 423390. The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 100 employees. LINE ITEM 001056 Steel T-Posts, 1.33 weight, Quantity: 5,000 Posts LINE ITEM 002036 Steel Stays, Quantity: 9,000 Each LINE ITEM 0030Barbed Wire, 12.5 Gauge, Quantity: 162 Rolls LINE ITEM 0040Barbless Wire, 12.5 Gauge, Quantity: 96 Rolls LINE ITEM 00502 x 7 Steel Pipe Posts, Quantity: 324 Each (0010) Steel Fence Posts (1.33) with clips 5-6 length, painted GREEN WITH WHITE TOPS, T bar type with rounded knobs spaced 2 apart. Steel posts shall be manufactured from wrought, rail or new billet steel and shall weigh a minimum of 1.33 pounds per foot exclusive of the anchor plate. Anchor plate shall weigh a minimum of 0.67 pounds, shall be a minimum of 18 square inches in area and shall be welded or riveted securely to the post so that the top of the plate wings are 16 from the bottom of the post. Steel posts shall be in accordance with ASTM Specification A702-89. Posts shall be packaged in bundles of five each with 40 bundles banded together on skids. Steel clip-type wire fasteners shall be designed for use with specified post. Punched tabs for fastening wires shall not be accepted. Fasteners shall be bagged in packages of 100 each. 5,000 Posts (0020) Wire Fence Stays Wire fence stays, 36 long, class III galvanizing, 100/bundle for a total of 9,000 Stays (0030) Barbed Wire 12.5 gauge A strand of two 12-1/2-ga galvanized wires twisted together with 2-point barbs of 14-ga sire spaced 4 inches apart. Wire and barbs shall be zinc-coated steel, with a zinc coating of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lb-force. The barbed wire shall meet or exceed ASTM specification A-121-86. 162 Rolls (0040) Barbless Wire 12.5 gauge A strand of two 12-1/2-ga galvanized wires twisted together. Wire shall be zinc-coated steel, with a zinc coating of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lb-force. The barbless wire shall meet or exceed ASTM specification A-121-86. 96 Rolls (0050) Steel Pipe Post 2 X 7 (2-3/8 OD) SCH 40 Black Pipe, 7 sections, bundles of 27 each for a total of 324 Pipe Posts (12 bundles) LINE ITEMS MAY BE AWARDED SEPERATELY: Quotes will be evaluated on the basis of advantages and disadvantages to the Government that might result from making more than one award (multiple awards). It is assumed, for the purpose of evaluating quotes, that $500 would be the administrative cost to the Government for issuing and administering each contract awarded under this solicitation, and individual awards will be for the items or combinations of items that result in the lowest aggregate cost to the Government, including the assumed administrative costs. Estimated Delivery Date: 30 Days ARO. Packaging Requirements: Standard commercial practice. The delivery address is Bureau of Land Management, Boise District Office Warehouse, 1962 Commerce Avenue, Boise, Idaho 83705. The FOB point will be destination. FOB Destination means that all costs for transportation or freight from the shipping point shall be paid by the Contractor and included in the unit price.
