- The Department of Veterans Affairs, Iowa City VA Medical Center, Iowa City, IA intends to negotiate a SOLE SOURCE procurement under the authority of FAR 6.302.1, FAR 6.302.5, with The University of Iowa/DNA Core Facility, 300F EMRB, Iowa City, IA 52242. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-65, effective January 29, 2013. The associated NAICS code is 611310 and small business size standard is $7.0 Million. The acquisition is not set-aside and is being negotiated as a SOLE SOURCE procurement. The requirement for this acquisition includes the following: ITEM DESCRIPTION OF QTY UNIT AMOUNT NO. SUPPLIES/SVCS 1 SVC The vendor must provide DNA microarray services using the Affymetrix GeneChip System. The vendor needs to provide all the necessary instrumentation needed to stain, scan, and analyze Affymetrix Expression arrays which includes: 2 Model 3000 GeneArray scanners, 2 Model 640 hybridization ovens, 2 Model 450 GeneChip fluidics stations, and computer workstations loaded with the Affymetrix microarray analysis software. The preliminary analysis of the microarray results must be exported in an Excel or tab delimitated text format that is compatible with most commercial and freeware microarray analysis software programs. In addition, a second computer workstation, available to users, must be available for analysis of microarray data. This second computer workstation is loaded with the Affymetrix microarray analysis suite as well as PartekGS (Partek, Inc.), and ArrayAssist (Agilent) for downstream analysis of the microarray data. The DNA Microarray Service should be offered on a fee-for-service basis. The vendor must have an Applied Biosystems Model 3730 (48-capillary) and a Model 3730xl (96-capillary) DNA Sequencer and offer DNA sequencing on a fee-for-service basis to investigators. The vendor must allow VA researchers to place an order through the DNA Facility for a custom synthesized primer from either Sigma-Genosys Biotechnologies, Inc. or Integrated DNA Technologies, Inc. The vendor must have 4 "real-time" or kinetic PCR instruments, the Applied Biosystems Model 7900HT, 2 Model 7000, and a 7500 sequence detection system (the TaqMan instrument). The polymerase chain reaction (PCR) has revolutionized the detection of DNA and RNA. As little as a single copy of a particular sequence can be specifically amplified and detected. In addition, this instrument can be used in other applications such as measuring viral load, performing allelic discrimination studies, and optimizing PCR conditions. The vendor must be able to serve both the experienced and novice investigator, and provide training for those in need. It must be within walking distance of the VA research laboratories to all for studies to be conducted in a timely manner. Alternatively, all or parts of a project must be able to be handled by the staff. The facility must be available 24 hours a day and 7 days a week. Period of Performance is 3/1/2013 - 12/31/2013.
