Description

This is a Pre-Solicitation Notice. The purpose of this notice is to gain knowledge of potential qualified sources. The NAICS 423620 (Household Appliance, Electric House wares, and Consumer Electronics Merchant) applies to this Pre-solicitation notice and any subsequent contract vehicle. Responses to this notice shall not constitute a response to a solicitation, which is not currently available. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The decision to solicit for a contract shall be solely the Government's discretion. This sources sought notice is not to be constructed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the strategy for competitive requirements. This Notice is Unclassified The US Army 409th Theater Contracting Center, Kaiserslautern Germany intends to issue a solicitation for a Firm-Fixed Price IDIQ contract for Ranges with a minimum Quantity of 300 with a maximum quantity of 2000. Ordering will take place over the life of the contract of 1 to 5 years. To maximize potential opportunity, the Government is seeking input from the business community regarding their interest and capability in performing some or all of the tasks of this planned requirement. The Government requests demonstration of capability by all interested parties through the following means: 1.A brief capability statement. 2.A short concept of operation execution. Interested sources shall state whether they are capable to satisfy the below criteria no later than 10 days from the date of this notice. SPECIFICATIONS CLIN(s)DESCRIPTION 0001RANGE, ELECTRIC, EU style technically approved for use within the EU market (Elektroherd), household type, free standing, 60 cm wide, ceramic top with 4 electric radiant heating elements, a baking oven, with convection air (Umluft), upper and lower heat and separate electric grill with a lower storage drawer. Further specifications and requirements are outlined below. 1.GENERAL REQUIREMENTS. a.The item offered shall be new, of modern design, from the manufacturer's current production and shall meet the item description above and the requirements specified below. OFFERORS SHALL SUBMIT A COPY OF THE FOLLOWING ITEMS WITH THEIR OFFER, FAILURE TO SUBMIT SUFFICIENT INFORMATION ON ALL 6 ITEMS, SHALL RESULT IN A TECHNICALLY UNACCEPTABLE RATING: b.Offerors shall submit with their offer: 1.Detailed technical literature. The literature shall display all relevant data and features required in this specification and questionnaires. 2. Either one of the following certificates VDE or TUEV, UL, CSA, BEAB. 3. ISO 9001:2000 certificate. 4.Applicable commercial warranty copy for the item offered. 5.Any required data and features not displayed shall be commented in writing by the offeror in an unambiguous way with regard to their existence or non-existence. c.In the Addendum to FAR 212-1, a questionnaire containing some key questions pertaining to the item offered shall be completed by the offeror. Offerors are required to answer all questions in writing. Besides answering all questions on the questionnaire, the item shall meet all other requirements as outlined in detail in this specification package. d.If the offered model - is not a readily available commercial product, or - is a commercial product proposed to be modified to meet the specifications stated herein, or - has not been previously supplied to nor inspected by the Government for determination whether the product meets the requirement as stated herein, then the awardee shall on request by the Government deliver a pre-production sample prior to the mass production. In such case, the offeror shall provide the pre-production sample within 30 calendar days after issuance of delivery order to the address given below. The Government will examine the sample to ensure that the specifications as offered are met and, if affirmative will accept the sample in writing. It is the responsibility of the contractor to provide an equal substitute in cases of previous models being discontinued or modified to a point which the selected model no longer meets the specifications provided herein. e. The government is responsible for the unloading of deliveries at the destination as well as responsible for any damages caused during the unloading process. However, any damage which may be incurred by items during the transportation to the delivery location is the responsibility of the vendor who was awarded the procurement contract. (Control panel may be of different color!). b.Body finish: Enamel or paint. c.Cooking top: ceramic. d.Power connection: AC 400V 3N, 50Hz (i.e. 3-phase, 230V/Phase to Neutral, 50 Hz). A step down, step up transformer at the power input side is not permitted. e.Dimensions: Width60 cm Depth60 cm Height85 cm f.CERAMIC TOP HEATING ZONES: (1) Sizes required are: -1 large; - 1 medium; - 1 small; and - the fourth heating zone may be of either size. OR -2 medium and 2 small heating zones. (2) At least one of the 4 heating zone shall be a quick-heating zone (Blitzkochplatte). g.All radiant heating elements shall be equipped with the standard heat limiting devices. h.The ceramic cooking top shall have a hot surface indicator light. i.BAKING OVEN shall have: (1) Upper heat, lower heat, convection air and electric grill function. (2) Convection air with associated circular heater element (Ringheizkoerper). (3) Net volume minimum 60 liters. (4) Interior width minimum 45 cm. (5) Illumination with on/off switch. (6) Removable oven door with glass window. (7) Some type of cleaning function, such as but not limited to Aqua Cleaning Function. j.Operation light for oven functions. k.Height adjustable feet or metal legs for leveling purposes. l.Inscriptions/instructions on appliance in the English language or in symbols. m.One user's instruction manual in the English language provided inside each appliance. n.The stability of the freestanding range must conform to the UL or EN standard. o.Minimum accessories required to be provided inside each appliance: - 1 each oven wire rack, - 1 each oven baking sheet. CERTIFICATIONS, MANNUALS, ENERGY EFFICIENCY AND WARRANTY: a.The Item must have the European Union (EU) conformity (CE) mark and a declaration of conformity in order to be sold in the European Union. b.The appliance must have passed VDE or TUEV, CSA, UL, BEAB certification and the appropriate mark shall be visible on its data plate as proof of having passed a test at one of these institutes. c.The repair manuals shall be in both, English and German language. The repair manual shall comprise parts lists with spare parts numbers, drawings, exploded view drawings and a trouble shooting guide. d.The offered appliance energy efficiency shall be EU Energy rating minimum A. e.The offered appliance's warranty shall be 12 months (applicable also within the EU). 3.N/A: 4.CONFORMANCE AND CERTIFICATION. The appliance may conform to the European Communities directive CE, and each appliance may carry the CE mark. Besides the CE mark, the appliance shall carry the VDE or TUEV certification or the UL or CSA or BEAB listing mark on its data plate as proof of having passed a test at one of these institutes. (NOTE: The receiver of the appliances will examine the legality of the certification/listing mark!). 5.QUALITY MANAGEMENT SYSTEM.
