Description

The VA Pittsburgh Healthcare System intends to negotiate on a sole-source basis with Johnson Controls, Inc., 5757 N. Green Bay Ave., Milwaukee, WI, 53209, for the emergency installation of chiller controls at the UD Medical Center, 30 University Dr. C, Pittsburgh, PA 15240-1000. These controls are to be added to the Johnson Controls-installed chiller unit already atop Bldg 29 at the medical center. The purpose of these additional controls is to add a low temperature ambient control kit to prevent the chiller from shutting down. This procurement is being conducted in accordance with 6.302-2 (unusual and compelling urgency). Specifically, 6.302-2(a)(2) and 6.302-2(b)(1) and (2), as it is believed that only Johnson Controls can perform the necessary emergency repairs in a timely manner and because there is otherwise insufficient time for any attempted competition. This notice of intent is not for competitive quotes. The North American Industry Classification System (NAICS) number is 238220. This notice is NOT a request for competitive proposals and no solicitation document is available. However, parties may express their interest accompanied by supporting literature by email to Jeff Greis, Contracting Officer, no later than February 21, 2013 at 12:01 p.m. EST. Responses should be sent to jeffrey.greis@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement or proceed with sole source negotiations. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the VAPHS Contracting Officer.
