- PRE-SOLICITATION NOTICE FOR THE CONSTRUCTION PROJECT AT WOODLAWN NATIONAL CEMTERY LOCATED IN ELMIRA, NEW YORK WITHIN CHEMUNG COUNTY. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting proposals under Solicitation Number VA786A-13-Q-0026 for the following: The contractor shall provide all professional services, labor, supervision, materials, administration necessary for the construction and performance of all work in accordance with the solicitation plans, specifications, drawings, required permits, terms and conditions at Woodlawn National Cemetery. Contractor shall tuck point the brick and foundation by removing and replacing cracked or missing mortar, clean the brick using an acid wash and apply masonry sealer per the Statement of Work at Woodlawn National Cemetery. COST MAGNITUDE: Between $25,000 to $100,000. THE AWARD OF THIS FUTURE CONTRACT IS SUBJECT TO THE AVAILABILITY OF FUNDS. CONTRACT DURATION: Performance period is approximately 90 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 236220SIZE STANDARD: $33 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 13 to a responsible service disabled veteran owned small business responding to this solicitation. REGISTERATION: All potential Service Disabled Veteran Owned (SDVOSB) small businesses whom intend to bid as the prime on this construction project must be registered in Vetbiz and Vets 100 prior to award at the following URLs http://www.vetbiz.gov and https://vets100.vets.docl.gov. Not only must the winning offeror be registered in Vetbiz but they must be certified by the Center for Veterans Enterprise (CVE) as an SDVOSB prior to award. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Quoted (RFQ) details and specifications may be accessed ONLY via FedBidOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation will be released for issue on or about February 20, 2013, via FedBizOpps. Questions must be submitted in writing. They may be sent via email entitled, "Woodlawn National Cemetery - Questions." SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. BIDDER'S MAILING LIST: Interested parties should register for the Bidder's Mailing List at http://www.fedbizopps.gov "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer.
