Description
Product Manager Soldier Maneuver Sensors and Lasers of the Program Executive Office -Soldier, Fort Belvoir, VA 22060 has a requirement for an integrated procurement that combines the acquisition of the Enhanced Night Vision Goggle III (ENVG III) with the Family of Weapon Sights - Individual (FWS-I). The ENVG III is a follow-on contract strategy to previous ENVG procurements (ENVG I, ENVG II). The distinction of ENVG III from previous ENVGs procured to date is the added Rapid Target Acquisition (RTA) technology when used with the FWS-I. The FWS-I will be a weapon mounted long wave infrared sensor used for surveillance and fire control of individual weapons during daylight, darkness, adverse weather and dirty battlefield conditions. When combined with the ENVG III, the FWS-I provides RTA which will wirelessly send weapon imagery (with reticle) spatially aligned with the ENVG III image. The RTA capability will reduce by up to 50 percent the Soldier's time from target detection to effective engagement of the threat target with their host weapon. This will improve Soldier lethality, enhance Soldier effectiveness and improve Soldier survivability by reducing Soldier exposure to threat weapons. All systems, components and spares being procured under this acquisition are subject to the Buy American Act and Berry Amendment. This requirement is for the continued production phase of the ENVG system (ENVG III) and the FWS-I Engineering and Manufacturing Development (EMD) and Low Rate Initial Production (LRIP) phases. The anticipated period of performance is a five year Indefinite Delivery Indefinite Quantity contract. The Government anticipates full & open competition under North American Industry Classification System (NAICS) code 333314 - Night vision optical device manufacturing. The release of the Request for Proposal (RFP) is tentatively planned for mid March 2013, with all the solicitation and amendments posted at the FedBizOpps website located at the following web address: https://www.fbo.gov/. Instructions to receive limited distribution documents, to include all product descriptions and specifications will be provided with the draft solicitation. No hard copies of this RFP will be issued.
