- Draft SOW Small Business Sources Sought Notice Posted: 2/20/2013 NAICS Code: 541519 Solicitation Number / RFP Number:TBD Title: "MedMap Maintenance and Custom Tool Development / Enhancement" INTRODUCTION The purpose of this Sources Sought Notice (SSN) is to seek feedback from companies which can provide provide the technical and programming staff to update the existing application base code and make minor modifications to the application as determined by the MedMap Change Control Board (CCB) and to create new tools as developed by the Department of Health and Human Services (HHS) staff and approved by the MedMap CCB. This feedback is sought from qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone), Small Businesses, Veteran-Owned Small Businesses (VOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB)]. The Office of the Assistant Secretary for Preparedness and Response (ASPR) intends to provide maximum practicable opportunities in its acquisitions to all types and categories of small businesses. Your response to the information requested will assist the Government in determining the appropriate acquisition strategy, including whether a small business set-aside is a possibility. This SSN is not a Request for Proposal (RFP) and does not constitute a commitment by the United States Government (USG). The USG is currently conducting market research in accordance with Federal Acquisition Regulation, Part 10, to identify potential small business sources to fulfill the requirement and gather information on current capabilities within the market. All information submitted in response to this sources sought notice is voluntary and the USG will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the USG. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the USG and will not be returned. The U. S. Department of Health and Human Services (HHS), Office of Acquisition Management, Contracts and Grants (AMCG) has a future requirement for the above services. This SSN solicits industry's interest and capability to provide technical programming staff, and the Department's preference would be if one company can provide all of the work. Businesses must provide evidence showing their capability to perform the work. BACKGROUND: The Department of Health and Human Services (HHS) currently uses MedMap to support Planning, Preparedness, and Response. MedMap is a secure Geographic Information System (GIS) based, electronic, interactive mapping application. This application incorporates information from numerous sources both internal and external to HHS. It includes other federal and public agencies such as (NOAA, USGS as well as other NGOs) into a single visual environment for enhanced situational awareness, assessment, and management of resources for planning, response to natural, man-made or pandemic events. This system supports functions such as policy analysis, planning, course of action comparison, incident management, and training. It supports the needs of decision makers at various levels within HHS and other federal agencies to provide enhanced situational awareness at a level of granularity needed for all responders including regional emergency coordinators and teams in the field. RESPONSE: Responses are limited to 10 pages including appendices and attachments. Respondents to this sources sought notice may identify their interest by submitting a capability statement. Respondents are asked to provide one (1) page that contains the following information: • All Point of Contact information (email addresses, phone numbers, mailing address, DUNS information, etc) • Respondents are asked to list all relevant NAICS codes. • Respondents must indicate whether their firm is a small or large business. If small, indicate the classification. • Respondents must indicate whether they offer the required services on ANY Federal Supply Schedules. If so, please list the schedule numbers. • Person handling this SSN, in the event HHS has additional questions or requires clarification of the submitted information. Pages 2-10 should address your capabilities show convincing data that your company can perform the work included in the Draft Statement of Work. Data contained in excess of the 10 page limit will not be reviewed. Please feel free to provide comments and suggestions to the Draft Statement of Work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
