Description
The U.S. Army, Army Contracting Command- New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the Army Research Development and Engineering Center (ARDEC), is conducting market research to identify potential sources capable of assembling and testing small quantities of M213 or M228 pyrotechnic hand grenade fuzes with multiple Commercial Off The Shelf (COTS) small pistol primers that are similar in size and shape to the current M42 baseline primer. The contractor shall test the assembled fuze/primer to determine if they meet MIL-DTL-14943 (M228) or MIL-DTL-32328 (M213) for performance (i.e. delay times and proper functioning). For this effort, neither the detonator (M213 fuze) nor the igniter (M228 fuze) will be required. The USG will identify the primers of interest in any eventual solicitation. The contractor shall be responsible for procuring the primers, procuring the M213 (DODIC G881)/M228 (DODIC G878) fuzes, and assembling the non-M42 primers into M213/M228 fuzes that will be built to the USG's TDP. This may require modifications to the primer holder to accommodate the non-M42 primers. After assembly, the contractor will record function testing and delay times in accordance with MIL-DTL-14943 or MIL-DTL-32328. The quantities envisioned are in the 200-300 piece range per primer variant tested. Currently, up to three (3) primer variants are envisioned to be investigated (2 COTS primers and 1 Government Furnished Material (GFM) primer). The GFM to be provided under this effort is one (1) of the three (3) primer variants. At a minimum, responses shall include: a brief summary of their company's capabilities including, but not limited to, description of facilities, personnel, past production experience and environmental compliance as it relates to the specifications contained in this notice. Responses should also include identification of a corporate point of contact, phone number, email address, website (if available), business size (and any socio-economic considerations), NAICS code, Cage Code, and Duns number. This sources sought notice is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this sources sought notice. All information is to be submitted at no cost or obligation to the Government.
