- The Defense Logistics Agency - Energy (DLA Energy), Bulk Petroleum Supply Chain Services Directorate intends to negotiate on a sole source basis with The Shaw Group, Inc. (Shaw) for a fixed price Indefinite Delivery Indefinite Quantity (IDIQ) requirements contract for continued remediation operations at Defense Fuel Supply Point (DFSP) Point Loma. DFSP Point Loma is part of the Navy Fleet Logistics Center (FLC) San Diego, CA. The proposed period of performance is July 1, 2013 - June 30, 2016. Shaw currently provides environmental services in the Tank 63 area of FLC San Diego, Point Loma, CA under contract SP0600-10-D-5047. Shaw's assessment of Tank 63 area resulted in the discovery of a larger than anticipated plume. Shaw has taken actions to operate a temporary free-product recovery, system and monitor the perimeter of the plume. Under the current contract, as directed by DLA Energy, Shaw operates the existing product recovery system for the Tank 63 area plume area and has designed a permanent free-product recovery/ground water system, the DFSP Point Loma Remediation System, for the long-term remediation of the plume area. Under the proposed action, Shaw will operate the installed DFSP Point Loma Remediation System and continue assessment and monitoring activities. These activities will include the monitoring of the designed and installed system to optimize its functioning and to document the operation and maintenance of the system. Documentation developed under the anticipated action will be completed only after the installation and optimized operation of the system. Documentation will be finalized only after clarification and validation during the system's operation and shall be used in a future non-restrictive procurement for environmental remediation services at DFSP Point Loma. The Navy FLC is concurrently engaged in MILCON Project P401, which commenced in 2009, for the demolition of all existing storage and tanks at FLC San Diego. This project also operates in the Tank 63 area. The installation and operation of the DFSP Point Loma Remediation System is planned to coordinate with the phases of the MILCON Project P401 without impeding its progress. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 [[o]nly one responsible source and no other supplies or services will satisfy agency needs]. Firms believing they can provide the service required must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirement. This notice is not a request for competitive quotations and award of this requirement will not be delayed to qualify a new contractor. Responses should include the firm's Dun and Bradstreet number (DUNS). Prospective contractors MUST be actively registered in the SAM database to be eligible for award. Firms should identify business size (i.e. small business, other than small business, etc.). This notice may represent the only official notice of such a solicitation.
