Description

This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this Notice is to obtain information regarding: (1) the availability and capability of qualified Vendors and (2) secure market research pricing data for the attached criminal investigative supplies. Your response will assist the Naval Criminal Investigative Service (NCIS) in determining the appropriate acquisition method. If your company possesses the capability to procure these supplies identified in this Notice submit a Rough Order of Magnitude (ROM) for consideration. Interested parties are expected to review this Notice to familiarize themselves with this requirement. A determination by the Government not to make a competitive award based upon the responses to this Notice it is solely within the discretion of the Government. 1) See the attached criminal investigative supplies (Criminal Supplies Listing). Purpose and Objectives: The objective of this project is to procure criminal investigative supplies. These supplies will be utilized to support NCIS operational missions. Goods must be shipped to various locations, up to seventeen (17), offices per month. The List of Expected Ship-To Addresses attached contains the current addresses for product delivery. Vendors must allow addresses to be updated, changed, or added if necessary. All shipments are expected to be sent via the United States Postal Service (USPS). Only hazardous goods are pre-authorized to be shipped via Federal Express (FedEx) or United Parcel Service (UPS). Actual shipping costs will be charged against this agreement for OCONUS shipments, but the shipment of goods should never exceed 10% of the product cost. NCIS expects to request shipment of sixty percent (60%) of the line items to eighty percent (80%) of the locations monthly, Goods should be shipped within 10 business days. Goods backordered for more than 10 business days should not delay the shipment of in-stock goods unless authorized by HQ personnel. Capabilities: Interested parties should submit a brief (1 to 5 pages) tailored Capability Statement that demonstrates a clear understanding of the requirements. Responses: Offerors possessing the requested capabilities to supply the requested items are invited to provide information to contribute to this market survey/sources sought. Interested offerors should address within their electronic responses the following: 1. Company name, address, point of contact, telephone number, email address, and Data Universal Numbering System (DUNS). Provide business size and status such as Small Business, Disadvantaged, 8(a), Historically Underutilized Business Zones (HUB) Zone, Woman Owned, Minority Owned, Service Disabled Veteran Owned, or Other Than Small Business. Non-profit organization must indicate size (small or large business). Provide contract vehicles you participate in such as General Services Administration (GSA), National Institutes of Health (NIH), or any other vehicle that NCIS is authorized to use. 2. Ideas/recommendations for an acquisition strategy to satisfy this requirement (e. g. 8(a) set aside, GSA Schedule Award, Full and Open Competition). 3. Pricing for criminal investigative supplies in accordance with the attached Excel Spreadsheet. Only provide pricing on the items your company can provide. Please note that shipping cost must be included in line item pricing. Attached a copy of address theses supplies should be shipped to. Responses shall not exceed five (5) single sided pages (excluding the Contractor Pricing Excel Spreadsheet) including attachments, charts, etc. (single spaced, 12 point font minimum) that clearly details the firm's ability to perform the aspects of this notice. Respondents shall use the supplied Criminal Supplies Listing Excel sheet and shall not materially alter the Excel sheet. Please submit responses to this Sources Sought Notice electronically (via e-mail) to Keeyada Dickens, at keeyada.dickens.ctr@navy.mil with the Criminal Supplies Listing in MS Excel, no later than 4:00PM EST (Eastern Standard Time) on March 01, 2013. The e-mail subject line must specify Sources Sought for Criminal Investigative Supplies. Facsimile responses will not be accepted. All submissions are due no later than 4:00PM EST (Eastern Standard Time) on March 01, 2013. SUBMISSIONS RECEIVED AFTER THIS DATE AND TIME WILL NOT BE CONSIDERED. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
