Description
NOTICE OF INTENT: General Services Administration (GSA), Federal Acquisition Services (FAS), Assisted Acquisition Services Division (AASD), Atlanta, GA Intends to award a sole source contract to Chenega Federal Systems (CFS), under authority of FAR 6.302-1(a)(2)(iii)(B) "only one responsible source and no other supplies or services will satisfy agency requirements. Services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements.". The period of performance for this contract will be six months from April 1, 2013 to September 30, 2013. This action is necessary to allow the program to continue on-going support services to the DoD High Performance Computing Modernization Program, while a follow-on competitive contract is completed. The follow-on effort will not be completed by the end of the current contract on March 31, 2013. The HPCMP consists of three major areas (a) High performance computing shared resource centers, (2) networking, and (3) software application support. The HPCMP's mission is to accelerate the development and transition of advanced defense technologies into superior war fighting capabilities by exploiting and strengthening the United States' leadership in supercomputing, communications and computational modeling. The HPCMP is responsibility for planning and executing the DoD High Performance Computing Modernization Office. This program is structured to modernize the total HPC capability of DoD's Science and Technology and Test and Evaluation communities. The program has extensive activities in user requirements analysis, utilization and other system performance metrics analysis, business management support, congressional liaison, outreach, oversight, and security. The program includes development and implementation of plans developed for all program initiatives and activities. The HPCMP is required to provide HPC environments that will allow the Science & Technology (S&T), and Test & Evaluation (T&E) to support new and modified defense systems in a timely fashion. The objective of this acquisition is to acquire the services required to support the DoD, HPCMP, in all phases of planning and execution of its mission, including, technical and administrative support in all areas of program activity, program management support, a fully functional facility, meeting facilities and office environment, including a complete telecommunications and computer systems capability, and full logistical services. These services are currently being provided at Lorton, VA; Office of Secretary of Defense (OSD) at Pautuxant River in Dayton, OH; Eglin AFB, FL and Salt Lake City, Utah. Services may be performed at any of the DoD Supercomputing Resource Center (DSRC) locations such as: Army Research Lab DSRC, Adelphi, MD; Air Force Research Lab DSRC, Wright-Patterson, OH; Navy Oceanographic DSRC, Stennis Center, MS; ERDC, Vicksburg, MS and Maui High Performance Computing Center DSRC, Maui, Hawaii. This notice is neither a request for a competitive proposal or a solicitation for offerors. However, all information received by XXXXXX, will be Considered by the Government. A determination by the Government to not compete this requirement based on Responses to this notice is solely within the discretion of the Government. The solicitation will not be posted.
