Description
A pre-solicitation notice was previously announced on February 14, 2013 under W912CL-13-R-0010. The solicitation has changed to W912CL-13-T-0046. All future announcements for this procurement will be associated with this solicitation number. Place of Performance: Project location is at the Tambo de Mora, Chincha, Peru. This project consists of the removal of an existing underground plastic tank (approximately 5,000 milliliter) and planter constructed of concrete beam (approximately 12 inches x 12 inches) and concrete masonry unit (CMU) block, construct a 1.5 m x 1.5 m x 2.6 m elevated potable water elevated water storage tank, and the repair of existing plumbing and electrical fixtures. Contract Information: The award will be based on Simplified Acquisition Procedures (SAP) which will be cited in the solicitation. The resulting contract type shall be firm-fixed-price. The period of performance of this contract is based on 90 calendar days from the date of Notice to Proceed. Magnitude: The estimated construction cost of this project is between $25,000 and $100,000. Site Visit: A site visit in accordance with 52.236-27 Alternate I is tentatively scheduled for 11th or 12th of March 2013. Firms interested in attending a site visit for this solicitation, please inform the contracting office point of contact in this solicitation via email, no later than March 4, 2013. Include company's name, identification number, participant's name, email address and phone number, and the names of the proposed attendees, company role (prime contractor or subcontractor). Provide this information by email to the following address: douglas.l.collins.mil@mail.mil with a courtesy copy to velia.pier@us.army.mil and label the email with the firms name and title: Interested Vendor for Site Visit to Tambo de Mora, Chincha, Peru. Obtaining the Solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/. All potential offerors should monitor the ASFI website as well as the Federal Business Opportunities (FBO) website at http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation should be available for download via the FedBizOpps website on or about 4 March 2013. Central Contracting Registration (CCR) /FBO Registration: In order to do business with the government all offerors must be registered in CCR. If your firm is not registered, it may register online at https://www.sam.gov/portal/public/SAM/. Potential offerors should also register at http://www.fedbizopps.gov in order to receive notification and/or changes to this solicitation. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay any proposal preparation costs. Availability of Funds: Funds are presently available for this project. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas. The offerors must meet the following two requirements for OCONUS : (1) DFARS 252.225-7042, Authorization to Perform - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, Permits and Responsibilities - the contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions, laws, codes, and regulations applicable to the performance of the work.
