- J&A document The Air Force Research Laboratory Information Directorate Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1 with Black-I Robotics, Inc., 141 Middlesex Rd. Suite 4, Tyngsboro, MA 01879 for the purchase of the following service: Services to alter three robots based on the analysis and design provided (wiring schematic, list of materials and specifications, and installation manual), support transferring the device wiring and control software from the small embedded computer to the new larger computer to provide flexible software research environment. Engineering calculations are required and original equipment and product warranty must be maintained. Though this notice of intent is not a request for competitive quotations, information received by the response date of this solicitation will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 811212. Sole Source Justification: a. The LandShark was designed and manufactured by Black-I Robotics, Inc. They have the engineering expertise and manufacturing facilities to design and fabricate new wiring harnesses which will be required to properly install and support the new larger computer providing a flexible software research on the LandShark. Black-I also has the assembly and disassembly expertise which will be critical in ensuring the LandSharks are not damaged or weakened by improper removal or reassembly of structural members of the LandShark during the re-wiring process. b. As the LandShark manufacturer, Black-I Robotics, Inc. will guarantee that the LandShark integrity and strength will be maintained if they accomplish the re-design of the structural members and perform the installation of the re-wired harnesses. They will not provide a continued warranty of the LandShark if another company performs this work. Consequently, if a firm other than Black-I were to perform the re-wire, that firm would be required to support continued warranty terms. c. If the re-wire requirement is not met, the DARPA High Assurance Cyber Military Systems (HACMS) research program will come to a halt, as the current computer is not capable of performing the computations for the research required to successfully demonstrate the HACMS objectives. No other Company is known to be available that could ensure that if configuration control issues were encountered that they would be able to resolve them and ensure that the software remains certified and accredited without requiring additional resources incurring a delay to the DMS installation.
