Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501(a)) with Life Care Technologies, 13, El Khalifa El Wathek Street, Nasr City 11727 Cairo - Egypt, as the only responsible source that can provide anesthesia, vaporizer, patient monitoring and ventilator maintenance. This acquisition is being conducted under the FAR 13.5- Test Procedures for Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2005-65 are incorporated. Only Life Care Technology can provide the requested service and maintenance contract on the listed pieces of equipment. As the exclusive third party vendor for Draeger equipment service in the Djibouti region, only Life Care Technology possesses the service knowledge to provide support for the Draeger equipment. Additionally, only Life Care Technology has access to the proprietary technology and software upgrades required to keep the equipment fully functional and meet all applicable standards. Only Life Care Technology meets the requirements of the government. The maintenance shall be provided by original equipment manufacturer (OEM)-certified technicians and shall use only OEM-approved replacement parts and proprietary software. Items being purchased in this acquisition: Maintenance contract for anesthesia, vaporizer, patient monitoring and ventilator systems currently installed in Djibouti. This contract will be for a base plus four option years estimated at $292,994.58. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 811219 with a Small Business Size Standard of $19M dollars. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
