Description
Sources Sought for Fire Alarm Work Solicitation Title: Fire Alarm Work at NIST in Gaithersburg, MD NAICS Code: 334290 This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on capability statement received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. This requirement is assigned a NAICS code of 238210, with a small business size standard for such requirements of $14.0M annually. The specific purpose of this sources sought announcement is to determine if there are any small businesses, within the parameters identified above, that are able to provide the services identified below. It is important to note that in accordance with Federal Acquisition Regulation 52.219-14 Limitations on Subcontracting the prime contractor is required to perform at least 25% of the labor with their own employees. The National Institute of Standards and Technology (NIST) has a requirement for Construction Services for our Laboratory facilities located at the Gaithersburg, Maryland campus. The scope of this fire alarm upgrade consists of the replacing of several SIMPLEX Grinnell 4100 fiber optic network fire alarm panels to a Simplex 4100ES transponder panel system in addition to select fire alarm panels to a 4100ES Node panel. By changing several of the nodes to transponder panels, NIST will save significant costs in system re-programming, maintenance, and future upgrades. New smoke detectors shall be added throughout each corridor in predetermined locations. New SLC circuits and conduit shall be installed to serve these new smoke detectors and shall be configured in a Class A configuration in accordance with NFPA 72 (current edition). The new system shall be programmed as originally designed with modifications to supervisory and trouble conditions for the new transponder configuration. NIST will purchase independently the SIMPLEX 4100ES panels. The contractor shall install SIMPLEX 4100 ES panels. Specific criteria being sought are: 1. At least three employees within the company are current NICET Level III employees. 2. Over the last three years, the contractor has successfully replaced at least four networked SIMPLEX fire alarm panels to SIMPLEX 4100ES transponder and node panels. All four panels shall have been done at the same time. 3. Over the past two years, the contractor shall have successfully replaced two (2) fire alarm systems in an occupied building of at least 35,000 SF. Occupied building shall be defined as normal facility activities are occurring. Replacing a fire alarm system in a school during summer recess shall not count. 4. Contractor shall provide their most recent and current EMR ratings furnished by their surety company. EMR shall be less than 1.0 ***** Interested, capable construction service contractor (parties) shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: (a) Technical discussion of Contractor ability to perform the type of services described above; (b) Name of Company-include a contact person's name, telephone number, and email address; (c) Company Address; (d) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other; (e) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (f) Describe projects experience and past performance with similar types of requirements of similar scope and magnitude and whether they were design/bid/build or design/build (with contract number, Government agency or private company, name and address and contract funded amount, provide a list of design criteria for the project(s), number or RFIs and change orders issued on the construction contract based on construction documents.) (h) Identify existing or potential pricing structure in support of this type of work by subcontractors; list subcontractors and technical qualifications being supplied to the prime contractor. (i) Identify qualifications of technical and management personnel; and (j) Identify and clearly mark any proprietary processes or data. The total number of pages to reply to this source sought shall not exceed 5 pages. After results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a multiple award IDIQ contract.
