- Notice of Intent The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Merrick and Company of Aurora, CO for Thermal Shield Engineering Maintenance and Support, for a Base Period and Four 1-Year Option Periods, for the NIST Center for Neutron Research (NCNR), Gaithersburg, Maryland. The mission of the NIST Center for Neutron Research is to operate the NCNR safely as a cost-effective national resource; to conduct a broad program of research using neutron techniques, and to develop and apply new neutron measurement techniques; and to operate the NIST Center for Neutron Research as a national resource for researchers from industry, university and other government agencies. NIST's Center for Neutron Research (NCNR) is equipped with a Custom Built Thermal Shield. The Thermal Shield System provides the cooling for the Biological Shield. The flowing of cooling water in the Shield was replaced in 2012 from a positive pressure system to a negative pressure system. The system was designed, fabricated and installed by an outside engineering firm, Merrick & Company. The introduction of the new highly specialized technology requires outside engineering skills. In addition, Merrick & Company developed the software program that operates the equipment currently at NIST's NCNR. Merrick & Company is uniquely qualified to provide the necessary engineering services for the continual operation of the NCNR reactor's Thermal Shield. Their expertise and deeply-rooted experience with the running of the existing equipment, hardware and software, is essential to NCNR, to ensure there is very little downtime to the Thermal Shield, and their ability to analyze and correct problems in a timely manner will allow for a near continuous operation. The North American Industry Classification System (NAICS) code for this acquisition 811219, with a size standard of 19 million dollars. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by March 11, 2013 will be considered by the Government.
